EXECUTIVE SUMMARY

•Closure of the existing Recreation Center
•Disconnect and demolition of existing utilities to the construction site •Construction and installation of temporary modular buildings for Parks and Recreation programming including utility connections
•Awarding the construction contract and issuing the notice proceed to BHM Construction, LLC. (BHM)
•BHM secured the construction site and prepped the area for building demolition to begin
•The Recreation Center demolition began and will continue into December
•A groundbreaking and shovel ceremony for the new Foster City Community Center is tentatively scheduled for December 18.
BACKGROUND AND ANALYSIS
On September 16, 2024, the Recreation Center was closed to the public. This allowed staff to remove and relocate items from the building to temporary facilities or other storage locations.
Pacific Gas and Electric (PG&E) removed power from the existing Recreation Center at the beginning of November and turned off the gas service. The new building is all electric and does not require gas service in the future. Other utilities were turned off by City staff and the contractor.
Prior to the start to the start of construction, temporary facilities were constructed on the existing tennis courts adjacent to the Vibe Teen Center in Leo J. Ryan Park. These temporary facilities consist of 3 modular classrooms and 1 restroom trailer. Staff will utilize these classroom spaces to continue recreation programming and provide rental space while the Recreation Center is under construction.
At the City Council regular meeting on September 3, 2024, the City Council awarded the construction contract for the Recreation Center Rebuild Project to BHM who were the low and responsible bidder. Following the award, a preconstruction meeting was held and a notice to proceed was issued to the BHM on November 4, 2024.
BHM secured the construction site by fencing off the work area and minimizing disruption to the rest of the park. Construction trailers, restrooms, and vehicles were brought on site immediately following the notice to proceed. Items on site that were to remain throughout construction were marked and protected. BHM began clearing and grubbing the site in coordination with City staff. Demolition of the Recreation Center started and will continue through December. Following the demolition of the building, a shovel ceremony will be held to signify the start of the new Foster City Community Center construction.
In December, additional surveying and grading will be performed to properly place the building pad. Test piles will be installed to confirm conditions before installing all the building piles. More information on future activities is included in the attached Construction Manager’s Report.
Some of the challenges that have been faced so far include unforeseen utilities that were not indicated on building and site plan as built drawings and maintaining irrigation and electrical power for portions of the park that are outside the fence line. Staff will continue to work with BHM to resolve any of these utility issues as they arise.
