A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY AUTHORIZING THE AWARD OF AGREEMENTS TO LORAL LANDSCAPING INC. FOR
STREET MEDIAN MAINTENANCE FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $771,221 AND CUL-DE-SAC MAINTENANCE FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $208,108 FROM JANUARY 1, 2025, TO DECEMBER 31, 2027, WITH OPTIONAL ANNUAL EXTENSIONS THROUGH DECEMBER 31, 2029; FINDING
PROJECT EXEMPT FROM REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES SECTION 15301 (CLASS 1-EXISTING FACILITIES); AND AUTHORIZATION OF SUPPLEMENTAL APPROPRIATION OF $96,600 TO ACCOUNT NUMBER 001-0520-452-4251
CITY OF FOSTER CITY
WHEREAS, the current Median and Cul-De-Sac Maintenance agreements approved by Council on November 16, 2020 expire on December 31, 2024; and WHEREAS, On October 21, 2024, the City Council authorized issuing Requests for Proposals for Median and Cul-de-Sac Maintenance agreements for a three-year period from January 1, 2025 to December 31, 2027, with optional annual extensions through December 31, 2029; and
WHEREAS, Loral Landscaping Inc. submitted the lowest, responsible bid for Median Maintenance in the amount of $252,000 per annum plus 2% escalation; and for Cul-de-Sac Maintenance in the amount of $68,000 per annum plus 2% per escalation; and
WHEREAS, the FY 2024-25 Parks and Recreation contractual budget (001-0520- 452-4251) requires a supplemental appropriation of $96,600 due to the increased costs for both median and cul-de-sac maintenance services;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Foster City as follows:
1. The City Council hereby finds the agreements for Median and Cul-De-Sac landscape maintenance are exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301 (Class 1-Existing Facilities).
2. The City Council hereby awards an agreement for street median maintenance to Loral Landscaping Inc. for a total not-to-exceed amount of $771,221 ($252,000 annually plus 2% escalation) for a three-year period from January 1, 2025, to December 31, 2027, with optional annual extensions through December 31, 2029.; and

3. Award of an agreement for cul-de-sac maintenance to Loral Landscaping Inc. for a total not-to-exceed amount of $208,108 ($68,000.00 annually plus 2% escalation) for a three-year period from January 1, 2025, to December 31, 2027, with optional annual extensions through December 31, 2029.
BE IT FURTHER RESOLVED, that the City Council authorizes a supplemental appropriation of $96,600 to account number 001-0520-452-4251 for Parks Maintenance Contract Services for Fiscal Year 2024-25 for street median and cul-de-sac maintenance.
