A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY RENAMING
THE STREET REHABILITATION AND PARK PATHWAY RESTORATION PROJECT 2024-2025 (CIP 301-721) TO STREET REHABILITATION PROJECT 2024-2025 (CIP 301-721); APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE CALL FOR BIDS FOR THE PROJECT (CIP 301-721); ESTABLISHING A NEW CIP TITLED PARK PATHWAY RESTORATION PROJECT 2024-2025 (NEW CIP); TRANSFERRING $300,000 EACH FROM CIP 301-716 AND CIP 301-721 SAID NEW CIP; AND FINDING THAT THE PROJECT IS CATEGORICALLY EXEMPT PURSUANT
TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
CITY OF FOSTER CITY
WHEREAS, the Plans and Specifications for the Street Rehabilitation portion of the Street Rehabilitation and Park Pathway Restoration Project (CIP 301-721) have been completed and are ready for bid; and
WHEREAS, based on contractor feedback during the unsuccessful bid of the previous Street Rehabilitation Project, it is prudent to bid and construct the Park Pathway Restoration scope as a separate project (New CIP) in order for the street rehabilitation project to remain competitive in the industry; and
WHEREAS, total funding in the amount of $1,800,000 is the approved project budget for CIP301-721, of which $300,000 of CIP City funds are reserved for Park Pathway Restoration work; and
WHEREAS, $300,000 of CIP City funds remain unused from the previous Street Rehabilitation and Park Pathway Restoration Project 2023-2024 (CIP 301-716) due to the deferral of Park Pathway Restoration scope from the project; and
WHEREAS, construction for the street rehabilitation project is anticipated to begin in May 2025, and
WHEREAS, the project is categorically exempt under CEQA Sections 15301 – Existing Facilities and 15061(b)(3) pursuant to the California Environmental Quality Act.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby:
1. Rename the Street Rehabilitation and Park Pathway Restoration Project 2024- 2025 (CIP 301-721) to Street Rehabilitation Project 2024-2025 (CIP 301-721); and
2. Approve the Plans and Specifications and authorize the call for bids for the Street Rehabilitation Project 2024-2025 (CIP 301-721); and

3. Establish a New CIP titled Park Pathway Restoration Project 2024-2025 (New CIP); and
4. Transfer $300,000 of CIP City Funds from Street Rehabilitation and Park Pathway Restoration Project 2023-2024 (CIP 301-716) to Park Pathway Restoration Project 2024-2025 (New CIP); and
5. Transfer $300,000 of CIP City Funds from Street Rehabilitation Project 2024- 2025 (CIP 301-721) to Park Pathway Restoration Project 2024-2025 (New CIP).
PASSED AND ADOPTED as a resolution of the City Council of the City of Foster City at the regular meeting held on the 21st day of January, 2025, by the following vote:
