S
ubject: Shell Bridge Sanitary Sewer Force Main (CIP 710) Feasibility Study
Dear Laura:

B
KF Engineers welcomes the opportunity to submit this proposal to evaluate repair or replacement options for the existing 16-inch sanitary sewer force main on Shell Boulevard between Bounty Drive and Catamaran Street. To arrive at the estimated effort required by our office for this project, we have provided our understanding of the project and outlined a proposed scope of services, assumptions, and associated fee.

I. P

ROJECT UNDERSTANDIN G
The 16-inch force main was originally constructed in the 1960’s and is a critical facility which delivers over 500,000 gallons of sewage (approximately one-third of the wastewater generated in the City) daily to the San Mateo Wastewater Treatment Plant. The force main is attached to the Shell Boulevard bridge crossing the lagoon.

During a routine maintenance inspection, a small crack was identified on the top side of the force main. Express Plumbing, Inc. (EPS) was hired to perform a temporary emergency repair. While prepping the pipe to install a full circle repair clamp to stop the leak, the crack deteriorated further creating a 12-inch diameter hole on the top side of the pipe. The repairs were completed in February 2021 and included the in-house replacement of the air release valve located on the force main at the high point on the bridge. The localized failure of the pipe and air release valve is attributed to the corrosive environment of wastewater and repeated exposure to hydrogen sulfide gas.

District engaged BKF to perform condition assessment of the 16-inch force main to determine the overall condition of the force main and the remaining useful life. The condition assessment found other areas of force main interior to be severely corroded and concluded that the recent failure observed by the City was not an isolated event and rehabilitation is required to extend useful life.

As part of this study, City would like to investigate feasibility of rehabilitating existing force main to extend the service life and associated cost.

II. SC

OPE OF SERVICES
The Scope of Services is limited to evaluating the feasibility and constructability of the rehabilitating existing pipe u
sing pipe lining
TASK 1: P ROJECT MANAGEMENT

•
Project Management – BKF will provide general project management and sub-consultant oversight, prepare a detailed schedule and updates showing planned milestones and deliverables to be achieved for completion of the project. BKF will also track the budget and issue monthly invoices. • Progress Meetings – We will schedule regular project development meetings over the phone to discuss the status of the project, upcoming efforts, issues and other relevant information. BKF plans on scheduling/ attending up to two (2) virtual meetings to discuss progress and design issues constraints. We assumed up to 1-hour for each meeting.
• QA/QC – BKF will perform QA/QC checks for each submittal in accordance with BKF’s Quality Manual prior to submitting to the City or any other agency.

Deliverables: Schedule Updates, Invoices, and, Email of Meeting Min utes and Action Items TASK 2: P IPE REHABILITATION
As part of this task, BKF will consult potential contractors to evaluate means and methods for pipe rehabilitation a
lternatives including staging areas, equipment access, entry/exit for pipe liner, duration of work, bypass setup, etc.

We will walk the site with up to two potential contractors.

We will keep you appraised of contractor assessment to ensure that we meet the goals and objects of the City. We will prepare a 2-page memorandum to summary findings.

Deliverables: Technical Memorandum ( PDF files)
TASK 3: S TRUCTURAL EVALUATION
If rehabilitation is found to be a feasible option after consulting with contractors under Task 2, BKF will notify City a
nd seek authorization to proceed with structural evaluation as part of this task.

The existing force main is hung from the bridge overhang with U-hanger saddle brackets with no lateral seismic sway support hardware. At abutments, the force main makes multiple 90 degrees turns to connect the bridge pipe segment to the underground segment. There are no expansion-deflection fittings to the suspended portion of the force main to accommodate potential bridge movement. A structural evaluation of existing support system is required to evaluate the feasibility of rehabilitating force main at its current location.

Our sub-consultant, Cornerstone Structural Engineering Group (CSEG), will perform site reconnaissance to investigate the pipe, support system, connections, fittings, and other site constraints. During the visit, CSEG will generally identify typical and readily visible structural support elements that may require rehabilitation or replacement including existing hangers and pipe supports and their connections into the existing bridge, thrust block supports, and concrete block-outs at the pier caps. It is anticipated that these observations will be only performed from the existing pedestrian walkway adjacent to the existing pipe, which will limit our ability to view all aspects of the pipeline.

Following completion of field observations, CSEG will prepare a structural assessment memorandum that documents site observations, general structural condition of the pipe supports, potential structural deficiencies that were identified during our site visit, and potential structural conditional issues that may lead to future deterioration or damage of the facility during an earthquake, constraints, risks to existing features, and constructability concerns.

Based on the identified deficiencies and conditions, CSEG will provide qualitative rehabilitation or replacement strategies for each of the alternatives discussed above.

Deliverables: Structural Assessment Memorandum (PDF)

TASK 4: S CHEMATIC DESIGN AND COST ESTIMATE
Following completion of Task 2 and 3, we will prepare 10% schematic drawings. The drawings will show staging, b
ypass layout, laydown area, lane closures, temporary construction access in plan view on a aerial background. We have not budgeted to prepare construction details or profiles at this time but can be provided as additional service, if needed.

We will develop rough order of magnitude cost for based on similar projects completed recently. The cost estimate will be broken down to general biddable items such as mobilization, temporary bypass, pipeline rehabilitation (by linear feet), fittings, seismic retrofit, traffic control, administration and design costs, and contingency.

Deliverables: 10% Schematic Desing Drawing and Cost Estimate ( PDF files) TASK 5: F EASIBILITY REPORT
BKF will provide a Draft report that documents the data sources used, methodology and parameters used, and f
indings of the evaluation. The draft report will also include duration of temporary bypass operation, power source, noise, traffic impacts, construction equipment access, environmental impacts, construction duration, shoring, and long-term maintenance. The draft report will include memorandum from Task 3 as an appendix.

A Draft report will be submitted to City. Following receipt of comments from City, BKF will finalize the report for City’s review. For the purpose of estimating budget, we assumed 8-hours to address comments.

Deliverables: Feasibility Report – Draft and Final (PDF files) III. SC
