A RESOLUTION OF THE BOARD OF DIRECTORS OF THE ESTERO MUNICIPAL
IMPROVEMENT DISTRICT RATIFYING AND APPROVING THE AUDITED FISCAL YEAR 2023-24 ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) AND OTHER AUDIT COMPLIANCE REPORTS AND THE FISCAL YEAR 2023-24 WARRANT REGISTERS IN
THE FORM OF THAT ACFR
ESTERO MUNICIPAL IMPROVEMENT DISTRICT
WHEREAS, the District has determined that California Government Code Section 37208(c) provides an alternative process for the approval of warrant registers; and WHEREAS, California Government Code Section 37208(c) states “notwithstanding subdivisions (a) and (b), budgeted payrolls and demands paid by warrants or checks may be presented to the legislative body for ratification and approval in the form of an audited annual comprehensive financial report”; and
WHEREAS, the District has prepared an Annual Comprehensive Financial Report (ACFR) for FY 2023-24 that received an unmodified opinion by its independent auditors, Badawi & Associates, and
WHEREAS, the District also presents other audit compliance reports, as noted below, for ratification and approval.
•Report on compliance with the Agreement for Distribution of San Mateo County Measure A Funds for Local Transportation Purposes for the year ended June 30, 2024
•Report on Compliance with the Agreement for Distribution of San Mateo County Measure W Funds for Local Transportation Purposes for the year ended June 30, 2024
•Report on Agreed Upon Procedures Applied to Appropriation Limit Schedule for the year ending June 30, 2025
•Report on Internal Control over Financial Reporting and on Compliance and Other Matters based on an Audit of Financial Statements Performed in Accordance with Government Auditing Standards for the year ended June 30, 2024
•Auditor’s Communication with Those Charged with Governance for the year ended June 30, 2024
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Estero Municipal Improvement District that the audited Annual Comprehensive Financial Report and other audit compliance reports for FY 2023-24 are hereby ratified and approved, and that the warrant registers for FY 2023-24 are approved in the form of that Report.
PASSED AND ADOPTED as a resolution of the Board of Directors of the Estero Municipal Improvement District at the Regular Meeting held on the 3rd day of March 2025, by the following vote:
