EXECUTIVE SUMMARY
CIP 301-722 focuses primarily on street rehabilitation efforts in Neighborhood 6. There are minor road improvements outside of Neighborhood 6, which include grading adjustments along Shell Boulevard at the northern driveway to Beach Park Elementary School, crosswalk installation at Boothbay Ave and Galveston Street, and base repairs adjacent to 117 Beach Park Boulevard. Construction is anticipated to start in May 2025 and is estimated to take four (4) months to complete.

Eleven (11) bids were received and opened on Wednesday, February 19, 2025. MCK submitted the apparent low responsive base bid in the amount of $1,119,494.75. It is also recommended that the City exercise the option to award Bid Alternate 1 in the amount of $51,495.

CSG will provide construction management and inspection services throughout the duration of construction via Task Order CSG2025-01. CSG is an on-call consultant and has extensive experience with street rehabilitation projects and has successfully provided similar services on the City’s Street Rehabilitation projects in the past (CIP 301-716 and CIP 301-703).

BACKGROUND/ANALYSIS
At the January 21, 2025, meeting, the City Council adopted City Resolution No. 2025-5 approving the plans and specifications for CIP 301-722 and authorized the call for bids.

Eleven (11) bids were received and opened on February 19, 2025. The low bid is determined only by the base bid and does not consider Bid Alternate 1. The low bid was submitted by MCK Services, Inc., consisting of the base contract bid in the amount of $1,119,494.75, and the Bid Alternate 1 in the amount of $51,495.

The scope of work for CIP 301-722 consists of street rehabilitation in the form of asphalt milling, asphalt overlays, and base repairs, and will primarily take place in Neighborhood

6. The following streets are included in the street rehabilitation efforts:
•Halsey Blvd/Farragut Blvd to Beach Park Blvd.
•Bainbridge St.
•Decatur St.
•Blythe St.
•Burrows St.

All locations identified above include striping and signage improvements, utility adjustments if necessary, and the retrofitting of existing non-compliant curb ramps in conformance with ADA and the City’s Transition Plan, and the application of red paint within 20 feet of the vehicle approach side of crosswalks as required by Assembly Bill 413 (AB 413). AB 413 is a new state law which helps increase the visibility of pedestrians and bicyclists entering crosswalks.

Additional roadway improvements include:
•Grading adjustments along Shell Blvd. at the northern driveway to Beach Park Elementary School to address ponding issues within the roadway. This work was bid as Alternate 1. Staff recommends awarding Bid Alternate 1 as the bid is favorable, and the overall project bid is below the Engineer’s Estimate. •Crosswalk installation at Boothbay Ave and Galveston St., to provide for improved ADA accessibility to and from Boothbay Park into the surrounding neighborhood. •Base repairs adjacent to 117 Beach Park Blvd. to address root damage from a nearby tree that has since been removed.

As a Condition of the MOU executed in June 2018, between the City and the San Mateo- Foster City School District, an amount of $258,263 will be collected from the School District to address the pavement impacts that were incurred during the construction of Beach Park Elementary School.

The bid results are as follows:

The bid documents have been evaluated and determined responsive and MCK has met all the bid requirements. In addition, MCK has successfully completed a couple of paving projects in Foster City in the past, including CIP 301-627 and CIP 301-679.

There are insufficient funds in the current project budget to award Bid Alternate 1.

However, because the bid for the overall project is below the Engineer’s Estimate, staff recommends appropriating fees collected from the San Mateo-Foster City School District (for the purpose of improving City streets) to fund the work proposed in Bid Alternate 1. The appropriation of funds will allow for the award of the base bid plus Bid Alternate 1.

After awarding the construction contract and before the start of construction, the contractor shall provide all the necessary paperwork and meet with the City for a preconstruction meeting. Construction is anticipated to start in May 2025 and to be completed by September 2025. The contractor will have 100 calendar days to substantially complete the project from the date specified in the Notice to Proceed. The contractor will coordinate with the City and affected services such as SamTrans, Recology, and the US Postal Service.

Project management will be conducted through City staff and construction management/inspection services provided by CSG through Task Order CSG2025-01.

CSG is very familiar with this type of construction and has successfully worked with the City on multiple projects in the past, including the Street Rehabilitation projects in FY2023 and FY2024.

Current funding available for CIP 301-722 consists of Measure A ($1,000,000) and Gas Tax ($500,000) for a current project budget of $1,500,000. Staff recommends appropriating $30,000 from the San Mateo-Foster City School District, City Capital Project Fund (Fund #301) to the Street Rehabilitation Project (2024-2025) CIP 301-722 to make up the funding shortfall to allow for the award of Bid Alternate 1.

A contingency of $117,000 or approximately 10% of the total bid is requested to pay for any unforeseen conditions during construction. Any unused money remaining in the project budget will be returned to the originating funds at the time of project closeout.
