SUBJECT: UPDATES TO PUBLIC WORKS DEPARTMENT MASTER FEES AND SERVICE CHARGES SCHEDULE FOR FY 2025-2026
RECOMMENDATION
It is recommended that the City Council/EMID Board of Directors review and provide policy direction on the proposed updates to the Public Works Department Master Fees and Service Charges Schedule (MFS) for FY 2025-2026.
EXECUTIVE SUMMARY
Staff recommends increasing the deposits related to the existing items under “PWWA- 07 Temporary Hydrant Meter Application Fee & Deposit” and “PWWA-08 Water Deposit” to more successfully recover costs associated with the issuance of temporary water meters.
BACKGROUND/ ANALYSIS
During construction activities, private developers and the District need a way to access the water system and measure water used on the construction site. The Water Enterprise has a stock of temporary water meters that serve this purpose. The Temporary Water Meter fees PWWA-07 and PWWA-08 collectively capture three costs associated with the service: 1) the cost to administer the temporary water meter program; 2) the cost to procure, maintain and replace the temporary water meters; and 3) the cost for the water that is used. In order to ensure collection of the meter and water fees, the Water Enterprise charges a deposit, against which the costs are

deducted. When the meter is returned, any remaining funds are refunded to the customer.
Staff has observed an increase in the length of time that meters are being retained, and an increase in the number of instances that meters are not returned. In addition, as the price of water increases over time, staff recommends increasing the water deposit to ensure sufficient balance to cover the costs associated with the water used.
There are three charges associated with issuance of temporary water meters as detailed in Table 1 below and illustrated in the Temporary Hydrant Meter Application that is attached to this report.

Based on the recommended increases to the deposits and fees shown above, the minimum charge for use of a temporary water meter would increase from $568.37 to $686.39 for a one-month meter use with no water consumption (Permit Fee + Meter Deposit Processing + Monthly Meter Use). All other charges associated with temporary water meter use would remain within the control of the contractor based on their need for water and use of the meter.

FISCAL IMPACT
An increase in both the total fee collected and decrease in delinquent accounts is expected with the implementation of the fee structure, however the actual increase in 3 1

revenue will be dependent upon the use of the temporary water meters.
