Exhibit A1 (rev. 03/14/2025)

The County and Grantee City of Foster City agree that the grant funds shall only be used to further the goals of the following Project, described below and in the January 14, 2025, Board transmittal and resolution incorporated herein by reference:

The Grantee will use the grant funds to provide emergency rental assistance to Foster City residents under the Foster City Emergency Rental Assistance Pilot Program to address the growing need for rental assistance and reduce the risk of homelessness for vulnerable populations facing eviction. The program will provide one-time grants of up to $3,000 directly to landlords of eligible residents in lieu of residents’ rent payments. Program eligibility will be limited to low-income residents living in below market rate (BMR) housing who are facing displacement, and who are seniors aged 62 or over, individuals living with disabilities, veterans, and families with children. Grantee will further confirm eligibility via the process described in the January 14, 2025, Board transmittal.

Specifically, the Grantee will allocate the grant funds as follows:

Budget:

• $30,000: In grants funds available to prequalified landlords on behalf of eligible applicants.

• $5,000: to the Grantee (Emergency Rental Relief Program) for Administrative Services Fee for processing the program eligibility and applications. • Grantee will ensure that funds are not duplicative by confirming with Samaritan House that approved applications were not previously granted.

In no event shall the County’s fiscal obligation under this Agreement exceed $35,000.
