GENERAL UPDATE
RECOMMENDATION
It is recommended that the City Council, by Minute Order, receive and accept the update report on the Recreation Center Rebuild Project (Project). This is an informational report only. No further action is required.
EXECUTIVE SUMMARY
Staff will provide a verbal update of the latest Project activities at the City Council meeting. The Project update will consist of this staff report and the attached Construction Manager’s Report. Some of the notable highlights from the past months of the Project include:
•BHM Construction, LLC. (BHM) completed the installation of 178 piles for the building’s foundation.
•BHM took over the Bocce Court area and began clearing and grading the site. •PG&E coordination continued for temporary and permanent power. •Utility installation began for the site.
BACKGROUND AND ANALYSIS
During the month of February, BHM surveyed the building pad layout to prepare for the 178 piles to be installed for the foundation. The rebar cages for the foundations were constructed and brought to the site for installation with proper inspections being performed. Site work continued with the removal of existing utilities and additional clearing. This included taking over the bocce court area for clearing and grading.
Towards the end of February, the installation of the building’s foundation piles commenced and was completed successfully in March with little to no complaints from the public. With the completion of the piles, the construction of the pile caps and underground utilities were a major focus. Several trenches and utilities were installed on the site and more grading was performed with an emphasis on the future bioretention areas.
Throughout the past two months, there have been several rainy days which have not been too detrimental due to the City approving the lime treatment of the building, which helps stabilize the site and allows the contractor to work quickly following the rain. BHM continues to coordinate with the City and PG&E for temporary power and is expected to have temporary power in April.
Additional unforeseen conditions were found during the excavation and underground utility work, which will result in change orders, but they have not been formalized yet.
Staff will inform the City Council of any executed change orders at the following City Council update, but currently there have been no additional change orders executed since the last update. The design team, Group 4 Architecture, Research + Planning, continues to coordinate on submittals and other requests from the contractor, such as clarifications on products or installation methods. Underground work and grading are expected to continue in April and additional information on the site activities can be found in the Construction Manager’s Reports attached.

On November 16, 2023, the City Planning Commission adopted the IS/MND and approved the Use Permit for the Project.
