GRIFFIN STRUCTURES
Report Period: February 1 – 28, 2025
General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture
Introduction
The Foster City Recreation Center Rebuild Project continued making steady progress throughout February 2025, focusing on foundational work, site utilities, and critical path activities . This month’s primary accomplishments included the commencement of auger pile production drilling, advancement in temporary power installations, and execution of significant site excavation for stormwater management and underground utilities.
With the critical path primarily centered on the foundation, underground utilities, and structural framing, key efforts were dedicated to keeping these elements on schedule. The project team coordinated closely with subcontractors, city representatives, and the design team to mitigate potential schedule risks, particularly related to materials procurement and inspections. Despite wet site conditions affecting some productivity, the project remains on track with no officially recorded delays.
This report provides an overview of construction progress, key challenges, upcoming activities, budget updates, and the project’s critical path milestones as of February 2025.

Note: While no official weather days were added this month, rains caused significant site saturation and impacted scheduled activities (auger production pile layout).
Construction Activities Completed February 2025
Building Pad & Foundation Work
• Finalized layout for production piles, incorporating survey verification of pile locations. Rebar cages for production piles delivered and staged for installation. • Initiated auger pile drilling on February 20, 2025, with ongoing inspections by Apex and Romig for material verification and quality control during drilling activities.
Site Work & Utility Installations
• Successfully installed and tested temporary power infrastructure, including the switchgear pad and associated trenching. Mandrel inspections by PG&E were scheduled at the end of February, advancing permanent power coordination.
• Continued extensive excavation, grading, and compaction efforts for bioswale and stormwater management areas, maintaining compliance with required compaction standards despite wet soil conditions.
• Demolished and removed existing underground utilities, including significant quantities of asbestos piping. Site demolition work progressed effectively and safely, following environmental protocols for hazardous materials disposal.
• Stormwater discharge compliance confirmed by QSP inspection, with weir tanks fully operational to manage water during wet site conditions.
Bocce Court Area Development
• Cleared, grubbed, and completed initial excavation for new bioswales and stormwater management systems.
• Initiated coordination for electrical and site lighting, including evaluation of alternative temporary power sources for bocce lighting pending PG&E availability. • Concrete formwork and reinforcing preparations underway; shop drawings for shade structures and related components submitted and under review.
Building Mock-Up & Structural Detailing
• Completed structural steel RFIs critical to main package submissions, facilitating detailed shop drawings preparation by mid-February.
• Regular coordination meetings held weekly to address steel detailing, mock -up, and curtain wall design elements, ensuring timely resolution of outstanding RFIs.
Construction Activities Planned for March 2025
Foundation Work
• Continue production pile installation with active oversight from special inspectors. Start excavation activities for electrical vaults, elevator pits, and pile caps/grade beams upon completion of auger piles.
Utility & Infrastructure
• Install deep electrical and plumbing underground beneath building pad areas. • Continue storm drainage installation, pending receipt of precast components, and initiate electrical vault excavation.

Steel Fabrication & Mock-Up
• Finalize structural steel mock-up details, ensuring all remaining steel RFIs and submittals are approved.
• Begin detailed steel fabrication based on approvals received.
Permitting & Inspections
• Conduct city inspections of production piles installation. • Secure approvals for fire water underground plans and encroachment permits. • Complete PG&E mandrel inspections and confirm temporary power installation acceptance.
Key Challenges:
Site Perimeter and Safety Considerations
• High winds resulted in temporary site fencing instability, requiring modifications and reinforcement. • Additional bracing and selective removal of screening materials were implemented to prevent recurring issues.
Wet Site Conditions and Productivity Adjustments
• While no official inclement weather days were recorded, frequent rain events affected soil conditions, slowing excavation, grading, and pile drilling activities. The construction team implemented temporary dewatering measures, grading adjustments, and reinforcement of site access poi nts to maintain productivity.
Material Procurement and Coordination
• Mitigating delays in rebar cage deliveries and precast storm drain components required close monitoring and schedule adjustments.
• Coordination between subcontractors, engineers, and material suppliers continued to ensure on-time delivery of structural steel and underground utilities.
Permit Approvals and Utility Coordination
• Encroachment permit approval for parking lot modifications remained in process by BHM. • Fire water underground plan review completed, with pending revisions by the Contractor and approval needed before installation could begin.
Budget Updates:
Change Order #2 (Executed February 2025)
Following City approval of the associated CORs in January 2025, CCO #2 was formally executed this month to incorporate the changes into the contract. CCO #2 addressed several unforeseen site conditions identified during demolition and early site work.
Specific items included:
• COR #3 & COR #10: Removal and safe disposal of unforeseen asbestos cement piping discovered onsite, totaling approximately 797 linear feet, to maintain compliance with environmental safety standards ($11,748.00).
• COR #4.1: Repair and relocation of an unforeseen live electrical conduit discovered damaged during demolition activities ($6,901.00).
• COR #5: Removal and disposal of an unforeseen vapor barrier attached to the underside of the existing concrete slab, affecting demolition sequencing ($145,594.00).
