FOSTER CITY RECREATION CENTER REBUILD PROJECT
CONSTRUCTION MANAGEMENT MONTHLY REPORT (CIP 301-678)

GRIFFIN STRUCTURES

Report Period: March 1 – 31, 2025

General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture

Introduction

The Foster City Recreation Center Rebuild Project maintained steady progress throughout March 2025, transitioning from auger pile drilling into foundational excavation and deep utility trenching. Despite intermittent rain and saturated conditions, key progress was made on structural layout, underground ut ility coordination, and pile cap preparations.

Temporary power was green-tagged by the city, with PG&E's meter set. Structural coordination activities increased this month with several deferred submittals under review, including the BRBs, structural steel, and mechanical systems. The project remains on track with no officially reported delays.

Construction Activities Completed March 2025

Auger Pile and Foundation Work

• Completed installation of production auger piles.
• Auger pile concrete compression strength testing is ongoing by Apex, special inspector. • Initiated excavation for pile caps, grade beams, elevator pits, and electrical vaults. • Began pile chipping and formwork preparation; rebar deliveries staged for April. • Column templates and anchor bolts delivered and assembled.

Site Utilities and Stormwater Infrastructure

• Deep underground trenching for plumbing and electrical is underway. • Storm drain installation continued, with field adjustments prompted by unforeseen drainage conflicts and RFI responses.
• Firewater line layout initiated, traffic control planning in progress. • Temporary storm drain bypass installed near the bocce bioswale.

Power and Electrical Coordination

• City inspection for temporary power passed (2/27).
• PG&E meter installed; activation pending final scheduling. • Electrical vault excavation initiated with routing and support adjustments in review.

Waterproofing and Drainage

• Waterproofing scope commenced with pile caps and grade beams. • Initial drainage slope and downspout coordination meetings were held with design engineers.

General Site Management

• No major safety incidents were reported.
• Tree protection, site BMPs, dewatering measures, and erosion controls continued.

Construction Activities Planned for April 2025

Foundation & Structural Scope

• Continue pile cap and grade beam concrete placement.
• Formwork and waterproofing at elevator pit and vaults. • Begin slab-on-grade grading and compaction.

Utility and Sitework Progress

• Advance underground conduit and plumbing trenching.
• Continue storm drain and bioswale excavation per geotechnical recommendations. • Irrigation mainline investigation and conflict resolution.

Inspections & Submittals

• Special inspections for concrete, rebar, and waterproofing. • Finalize responses to deferred submittals and RFIs, including:
o Structural steel and BRBs
o Wet pipe sprinklers

GRIFFIN STRUCTURES

o PV systems
o Canopies, storefronts, and grease waste systems

Power Coordination

• Await PG&E confirmation for full temporary power energization. • Continue coordination for permanent switchgear submittal and installation sequencing.

Key Challenges:

Underground Utilities

• Deep underground trenching progress was slowed by wet soil conditions and pending waterproofing/hanger details.

Storm Drain and Site Conflicts

• Unforeseen storm drainpipe discovered; required temporary rerouting and continued survey verification.

Temporary Power Activation

• PG&E meter set, but utility connection still awaiting scheduling; impact to on-site electrical planning.

Irrigation & Hardscape Coordination

• Shallow irrigation encountered may require rerouting ahead of hardscape installation.

Deferred Submittals

• Continued tracking of key submittals affecting structural and MEP scopes (BRBs, steel, mechanical systems).

Budget Updates:

No additional change orders were processed in March 2025. Several RFIs and submittals under review may impact contingency utilization in Q2.

Summary

March 2025 marked a pivotal transition from auger pile production to foundational development, with major progress achieved in deep trenching, pile cap layout, and site infrastructure. The project team completed all auger pile installations and launched excavations for key structural elements including grade beams, elevator pits, and electrical vaults.

Temporary power was green-tagged and metered, supporting upcoming construction needs.

Coordination efforts were also advanced across multiple fronts, including waterproofing details, drainage integration, and key submittals for structural steel and MEP sys tems. The team maintained proactive engagement with the design and inspection teams to ensure quality control, safety, and alignment with project goals.
