A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
DESIGNATING THE CITY MANAGER AND PUBLIC WORKS DIRECTOR, ON
BEHALF OF THE CITY, AS THE AUTHORIZED AGENTS TO ENGAGE WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) AND THE GOVERNOR’S
OFFICE OF EMERGENCY SERVICES (CALOES) REGARDING GRANTS APPLIED
FOR BY THE CITY OF FOSTER AND FINDING THE DESIGNATION EXEMPT FROM
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES SECTION 15061(B)(3)
CITY OF FOSTER CITY
WHEREAS, the City of Foster City has been awarded a Federal Emergency Management (FEMA) Legislative Pre-Disaster Mitigation (LPDM) grant in support of Lagoon Pump Station Seismic Rehabilitation and Capacity Enhancement project (currently CIP 301-717 and CIP 301-718); and
WHEREAS, CalOES administers the State and Federal reimbursement process and grant programs for emergency and disaster relief; and WHEREAS, CalOES Form 130 requires the City of Foster City to designate agents to engage with FEMA and CalOES regarding assistance and grants applied for by the City; and
WHEREAS, the City of Foster City desires to ensure that Form 130 is on file with CalOES and that the City is eligible to apply for reimbursement for the LPDM grant, and for other potential funding opportunities; and
WHEREAS, Form 130 is effective for all open and future disasters/grants declared up to three (3) years following the date of approval.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Foster City authorizes the City Manager and Public Works Director to sign and execute applications and agreements for Federal and State disaster relief and emergency assistance and does designate the City Manager and Public Works Director as authorized agents for Form " CalOES 130: Designation of Applicant's Agent Resolution for Non - State Agencies" as set forth in the attached Form 130. 3 3
