RECOMMENDATION
It is recommended that the City Council adopt the attached resolution:

EXECUTIVE SUMMARY
CIP 301-635 includes modifications to the median on Foster City Boulevard approaching Chess Drive and various pavement striping adjustments. BKF Engineers (BKF) are the Engineers of Record who developed construction documents for the project.
Three (3) bids for the construction of CIP 301-635 were received and opened on Wednesday, April 9, 2025, following an informal bid solicitation. The bid submitted by Spektren in the amount of $ 135,867 was determined to be the lowest responsible and responsive bid.
Construction is anticipated to start in June 2025 and is estimated to take one month to complete. Staff will provide day-to-day inspection and project management throughout the duration of the construction phase.
There are adequate funds in the project budget for CIP 301-635 to cover the cost of construction.
BACKGROUND
In 2009, the City commissioned a Multi-Project Traffic Analysis to assess the potential impacts associated with development projects in the City. The purpose of the study was to identify a comprehensive set of improvements that would address the individual and cumulative effects of additional traffic on the local and regional roadway network related to development. CIP 301-635 was developed to address one of the identified improvements in the Multi-Project Traffic Analysis, specifically – the lengthening of northbound left-turn lanes on Foster City Boulevard at Chess Drive to 650 feet.
ANALYSIS
Based on the estimated construction cost provided by BKF, bids were solicited through an informal bidding process. Bids for this project were opened on Wednesday, April 9, 2025, with the following results:

Staff conducted an extensive evaluation of Spektren and found their previous experience to be satisfactory and in line with what staff expects for this project. Spektren has provided all the required documents and licenses.
Construction is anticipated to start in June 2025 and is anticipated to be completed by August 2025. City staff will perform the day-to-day inspections and project management of the project. BKF will provide construction support services during construction and produce record drawings post-construction.
