GENERAL UPDATE

RECOMMENDATION
It is recommended that the City Council, by Minute Order, receive and accept the update report on the Recreation Center Rebuild Project (Project). This is an informational report only. No further action is required.

EXECUTIVE SUMMARY
Staff will provide a verbal update of the latest Project activities at the City Council meeting. The Project update will consist of this staff report and the attached Construction Manager’s Report. Some of the notable highlights from the past months of the Project include:
•A majority of the underground utilities beneath the building footprint were installed, which include stormwater, sewer, and electrical. •Waterproofing of the foundation was completed.
•Temporary power was completed with PG&E.
•Coordination with AT&T and Comcast for future communication connections began.
•Concrete forms were installed for pouring the two new bocce courts and preparing for the building slab.

BACKGROUND AND ANALYSIS
During the past two months, BHM completed most of the underground work beneath the building footprint. The underground utilities were installed; grade beams and waterproofing were mostly completed for the building. This included thousands of feet of piping and conduit. The building slab was being prepped, and the forms were constructed. Outside of the building footprint, the two new bocce courts were formed and prepped for concrete. Bioretention areas are continuing to be constructed and developed with proper drainage material. Temporary power was successfully brought to the site in coordination with PG&E. Additional coordination was performed between AT&T and Comcast for bringing communication lines to the property.

During the construction submittal and request for information (RFI) process, it was found that multiple aspects of the design required additional scope which resulted in Contract Change Order #3 (CCO #3) and Contract Change Order #4 (CCO #4).

CCO #3 consisted of the following:
•The first scope change was a result of the contractor needing to handle four different patterns of carpet instead of one. The additional cost for materials and labor was $4,995.
•The second item that was addressed on CCO #3 was regarding underground conduit support. The design did not account for necessary electrical conduit supports due to the soil conditions and building design. The additional underground conduit supports cost was $138,492.

The total cost of CCO #3 was $143,487.

CCO #4 was later approved for changes in work that addressed the following:
•Installation of insulation for the grease waste heat trace pipes ($32,000). The scope and cost were negotiated to address a requirement for the grease waste piping installation.
•Waterproofing the electrical supports that were added as part of CCO #3 ($12,978)
•Adding additional mop sinks in the janitor closet not shown on the bid documents ($8,979)
•Crediting the City for additional design services requested by the contractor. ($8,050 credit)
The total cost of CCO #4 was $45,907.

The remaining contingency balance following the execution of CCO #3 and CCO #4 is $4,053,596 and the current contract amount is $45,035,004.

Upcoming Construction Activity
Underground work and grading are expected to continue, followed by pouring the building slab and erecting the building’s steel columns. Work within the public right of way will also be conducted over the coming months which consists of utility connections and testing, concrete work, and signal modifications. Additional information on the site activities can be found in the Construction Manager’s Reports attached.

On November 16, 2023, the City Planning Commission adopted the IS/MND and approved the Use Permit for the Project.
