FOSTER CITY RECREATION CENTER REBUILD PROJECT
CONSTRUCTION MANAGEMENT MONTHLY REPORT (CIP 301-678)

GRIFFIN STRUCTURES

Report Period: April 1 – 30, 2025

General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture

Introduction

April 2025 marked the transition from early utility infrastructure to major foundation activities for the Foster City Recreation Center project. Efforts focused on deep underground conduit support, vault rebar layout, and mat slab preparation. Although a concrete placement originally planned for late April was postponed due to conflicting inspection expectations, work continued across multiple scopes—including epoxy dowel installation, waterproofing coordination, and layout corrections.

The project team advanced trenching activities, coordinated with PG&E and AT&T, and addressed a correction notice issued by the City's Building Inspector. A formal instruction was issued to BHM to proceed with the installation of a 2-inch insulated heat trace for the grease waste piping, which allowed plumbing and backfill operations to continue uninterrupted while credit negotiations for unused base bid insulation are pending.

Meanwhile, elevator and electrical vault slabs and lower walls were successfully placed, setting the stage for continued progress. These coordinated activities helped maintain schedule momentum and prepared the site for expanded foundation work in May.

Construction Activities Completed April 2025

Foundation and Underground Work:
• Ongoing trenching and compaction for sewer, storm drain, electrical, and grease waste. • Rebar installation for mat slabs, vaults, and grade beams observed by Apex and Group 4. • Trench backfills reviewed by Romig; vibration and jetting with sand confirmed. • Rebar inspections and epoxy dowel pull testing conducted at vault locations. • Partial inspection approvals granted for grease waste and vault areas. • Planned concrete placement postponed due to an inspection alignment issue regarding rebar cleaning.

Site Utilities and Infrastructure:
• PG&E vault trenching and backfill extended to the western road. • SE lot storm drains sections completed; groundwater managed with a pump. • Bocce court light standard layout initiated, trenching and mock-up planning underway. • Subgrade bioretention work commenced in late April.

Electrical and Power Coordination:
• Site conduit installed for site lighting and building feed. • Temporary power infrastructure completed; PG&E activation confirmed for early May.

Testing, Inspection & Coordination:
• IR log updated with inspection dates for vaults, sewer, waterproofing, and rebar. • Pull test on four vault dowels passed by the special inspector, addressing Structural observation comments.
• Structural Engineer of Record and Geotechnical Engineer of Record responding to Correction Notice 001 issued for conduit support and spacing to ensure alignment with RFI. Follow-up inspection and resolution of Correction Notice 001 is anticipated in early May. • Final verification of rebar corrections is scheduled for the first week of May, pending SEOR walkthrough confirmation.

Construction Activities Planned for May 2025

Foundation and Structural Work:
• Finalize foundation corrections and inspection approvals at the Events Wing and Electrical Vault. • Place concrete for initial mat slab placements upon receipt of City and SEOR concurrence. • Waterproof vertical elevator pit walls and install a drainage board per the manufacturer's recommendations.

Utility and Infrastructure Work:
• Continue domestic water, fire water, and sewer line trenching at the north and west wings. • Excavate AT&T and PG&E routes and coordinate final tie-in sequencing with utility providers. • Begin slab-on-grade subgrade prep at Café and Events Wing; rough-in MEP as required.

Site Improvements and Mock-Ups:
• Complete site concrete mock-up for color, finish, and scoring; begin forming bocce court base and seat wall.
• Layout and verify foundations for shade structures; confirm anchor coordination.

Submittals and Procurement:
• Group 4 continues review of active submittals.
• Issue revised submittals for structural steel and confirm fabrication schedule. • Track lead times and delivery updates for RTUs, elevator equipment, and electrical gear.

Key Challenges

• Contract Change Order #3, supports for deep underground electrical conduit. • Structural Reinforcement Adjustments: Additional rebar and dowels needed to address discrepancies noted by SEOR during walkthrough. BHM addressed items with Special Inspection. • SEOR observations and necessary foundation rebar corrections resulted in a delay of the foundation pour. • BHM instructed to proceed with grease waste heat trace pipe insulation • Power and Irrigation Conflicts: Incomplete documentation of legacy systems required exploratory trenching and field coordination.

Budget Updates

Contract Change Order #3 Summary:

Approved in April 2025, CCO #3 totals $143,487 and includes:
• COR #15.1 – Carpet Tile Pattern & Color Change – $4,995.00 ▪ Introduced a multi-color layout replacing the originally specified single-color tile.

Additional layout and sequencing labor were required to accommodate the design team’s revised pattern.
• COR #17 – Deep Underground Electrical Conduit Support – $138,492.00 ▪ Added stainless-steel trapeze racks and EPS geofoam/CLSM backfill to mitigate settlement concerns per RFIs 088.1 and 088.2. This work was critical to electrical conduit integrity and coordinated with the slab-on-grade prep sequence.

Summary

April 2025 marked a period of underground progress, coordinated corrections, and enhanced documentation at the Foster City Recreation Center project. The construction team executed critical trenching, rebar installation, dowel anchoring, and conduit support for mat slab preparation across multiple wings. Two structural observations by Degenkolb confirmed conformance in key areas while also triggering follow-up corrective actions. In response, BHM performed dowel pull testing, added supplemental anchorage, and refined slab rebar layout.

Coordination among the City, Griffin, Design Team, and BHM is ongoing with frequent coordination meetings and site walks to mitigate unforeseen items. An instruction was issued to BHM to proceed with the installation of 2-inch insulated heat trace for the grease waste piping, allowing plumbing and backfill work to continue while the associated cost credit is being negotiated.

PG&E and AT&T trenching and layout advanced, while the site’s temporary power infrastructure neared activation. Design coordination continued through structural steel submittals, LEED reviews, and mock-up planning.

Though the April foundation concrete placement was deferred, the work performed laid essential groundwork for May’s structural pours, with the team remaining focused on documentation accuracy, inspection transparency, and schedule preservation.
