A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
AUTHORIZING A SUPPLEMENTAL APPROPRIATION IN GENERAL FUND (FUND 001) FOR $96,100 AND APPROVING AN OVERHIRE FOR THE FINANCIAL SERVICES
MANAGER POSITION
CITY OF FOSTER CITY
WHEREAS, the Financial Services Manager position is anticipated to become vacant in December of 2025; and
WHEREAS, the Financial Services Manager is responsible for critical City functions including leading the annual budget process and cash management; and WHEREAS, the incumbent has served Foster City for 16 years and developed deep understanding and expertise; and
WHEREAS, to ensure a smooth transition of the City’s budgeting and cash management functions, overhiring the position is an effective strategy for managing staffing transitions and institutional knowledge transfer; and WHEREAS, it is anticipated that the cost of the additional compensation paid to the overhire for the Financial Services Manager position will total approximately $96,100 in FY 2025-2026, fully absorbed by General Fund.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Foster City does hereby authorize the overhire of the Financial Services Manager position from approximately October 2025 through January 2026 and approve a supplemental appropriation of $96,100 for personnel cost in General Fund.
