A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY AUTHORIZING AN APPROPRIATION OF $39,552 FROM THE GENERAL FUND TO ACCOUNT NO. 001-0630-421-4251 FOR THE ONE-YEAR CONTRACT WITH
RESTORATION FIRST RESPONDER NETWORK, LLC FOR MENTAL HEALTH AND
PEER SUPPORT SERVICES FOR POLICE DEPARTMENT PERSONNEL AND THEIR
FAMILIES
CITY OF FOSTER CITY
WHEREAS, the City of Foster City recognizes the critical need to support the mental health and well-being of its first responders, who are regularly exposed to high-stress and traumatic situations; and
WHEREAS, the Foster City Police Department seeks to implement a comprehensive mental health and peer support program specifically designed for police department staff and their families, with services tailored to the unique cultural and operational demands of law enforcement; and
WHEREAS, Restoration First Responder Network, LLC (RFRN), a California-based organization with extensive experience serving law enforcement personnel, offers specialized mental health counseling, incident debriefings, annual wellness check-ins, peer and spouse training, and ongoing consultation through a team of over 50 licensed professionals, many with first responder backgrounds; and WHEREAS, the total annual cost of the agreement is $39,552, inclusive of all services and a 3% administrative fee, with payment funded from the City’s General Fund to Account No. 001-0630-421-4251 in the Police Department budget; WHEREAS, Restoration First Responder Network, LLC is a sole source vendor under the City’s Municipal Code section 3.04.110(B) providing specialized services designed for police department staff.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize an appropriation of $39,552 from the General Fund to Account No. 001-0630-421-4251 for the one-year contract with Restoration First Responder Network, LLC to provide mental health and peer support services for Police Department personnel and their families.
