A RESOLUTION OF THE BOARD OF DIRECTORS OF THE ESTERO MUNICIPAL
IMPROVEMENT DISTRICT AUTHORIZING THE SOLE SOURCE PURCHASE OF SENSUS LARGE WATER METERS FROM THIRKETTLE CORPORATION, (dba AQUA METRIC SALES COMPANY) IN AN AMOUNT NOT TO EXCEED $150,000.00 AND
FINDING THE PURCHASE OF THE EXTENSION IS EXEMPT FROM REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) 15061(b)(3)
ESTERO MUNICIPAL IMPROVEMENT DISTRICT
WHEREAS, many of the large water meters in the city have reached their useful life and are due for replacement; and
WHEREAS, replacement of large aging meters will allow Foster City/EMID to recover costs due to inaccurate meters and recapture water loss.; and WHEREAS, during this time of heightened water conservation consciousness, replacement of the old meters is a proactive measure to guarantee there will be minimal unaccounted water loss; and
WHEREAS, EMID’s entire water system exclusively utilizes Sensus water meters for compatibility with its Advanced Metering Infrastructure (AMI) system; and WHEREAS, Sensus water meters can only be ordered from Aqua-metric Sales Company, a sole distributor for the Northern California region, with offices located in Sacramento, California; and
WHEREAS, funding is available and has been appropriated in the FY 2024/2025 Equipment Replacement Fund (ERF) budget, Account No. 408-0110-413-4385; and WHEREAS, the adoption of this resolution is exempt from CEQA under the common sense exemption, as CEQA applies only to projects with the potential for significant environmental impacts. Since this activity has no such impact, it is not subject to CEQA per CEQA Guideline Section 15061(b)(3).
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Estero Municipal Improvement District does hereby authorize the sole source purchase of Sensus water meters from Thirkettle Corporation, dba Aqua-Metric Sales Company, in an amount not to exceed $150,000 from Account No. 408-0110-413-4385. 3 6
