SUBJECT: ADDING NEW JOB DESCRIPTIONS FOR CROSS-CONNECTION
CONTROL SPECIALIST AND HOUSING AND SUSTAINABILITY
MANAGER
RECOMMENDATION
It is recommended that the City Council/Estero Municipal Improvement District Board of Directors (City Council) adopt the attached resolutions approving the new job descriptions of Cross-Connection Control Specialist and Housing and Sustainability Manager.
EXECUTIVE SUMMARY
The City Council has adopted a job classification plan that consists of a series of jobs classifications with associated distinguishing characteristics, examples of duties, statements of required knowledge, skills and abilities, and minimum qualifications. The City periodically updates and/or adds to this list of job classifications to address organizational changes, changes in job requirements, and/or changes in required duties.
The City/District Manager continues to make adjustments to staffing levels and positions to ensure the organization is able to focus on City Council goals and meet the needs of the Foster City community. As such, staff is recommending approval of the new job classifications and salary ranges for Cross-Connection Control Specialist and Housing and Sustainability Manager to allow for better internal organizational support and
structure, to comply with new state regulations and to appropriately staff these two functions.
BACKGROUND/ANALYSIS
Cross-Connection Control Specialist
New state regulations require that water purveyors contact and verify that every water connection has a backflow installed. This is a time-intensive requirement involving high levels of public communication, enforcement, testing and record-keeping. This position would administer and oversee all aspects of the cross-connection inspection and control program. As time permits, this position would also support other water maintenance responsibilities and functions. Due to the limited number of matches in the salary market analysis, internal equity was used to determine the recommended salary steps in the table below. The hourly rate proposed for this position aligns to the current Public Works Lead Maintenance Worker.
Position Step 1 Step 2 Step 3 Step 4 Step 5
Cross-Connection
Control Specialist $43.7108 $45.8963 $48.1911 $50.6007 $53.1307 Housing and Sustainability Manager
The Community Development Director has been monitoring the responsibilities and functions for the Affordable Housing programs, including Below-Market-Rate (BMR) Ownership Units, BMR Inclusionary Rental Housing and BMR Senior Rental Housing programs, the Existing Unit Purchase Program, and additional programs such as the HIP Housing Home Sharing Program and the Housing Rehabilitation Loan Program.
In partnership with Human Resources, it was determined that the Housing and Sustainability functions be combined into one Housing and Sustainability Division. To appropriately manage this division, an upgrade to the existing Housing Coordinator position was requested as part of the FY 2025-2026 budget. This new position would apply their expertise and oversight, project management, community engagement and stakeholder engagement for housing polices, regulations, city-funded loan/grant programs, public outreach, sustainability strategies, and the Climate Action Plan.
Since this is a new position for the City, monthly salary was established by doing a market analysis and internal equity review; a salary market analysis was conducted of the 12 agencies used in the previously completed class study. There were 8 matches and the median for the salaries at the maximum of the range is $15,694.11. The recommended salary steps are below.

The total cost (i.e., base salary plus all benefits) of the Cross-Connection Control Specialist and Housing and Sustainability Manager job classifications for FY 2025-2026 is $168,352 and $260,264, respectively. However, these costs were already included in the current FY 2025-2026 approved budget and therefore, no additional appropriation is needed with the approval of these job descriptions and related salary steps.
