A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
AUTHORIZING THE AWARD OF AGREEMENT TO WILDLIFE INNOVATIONS FOR
THE IMPLEMENTATION OF A PILOT PROGRAM FOR THE INTEGRATED ADAPTIVE CANADA GOOSE MANAGEMENT PLAN; AUTHORIZING A SUPPLEMENTAL BUDGET APPROPRIATION IN THE AMOUNT OF $383,824 FOR FISCAL YEAR 2025- 2026 FROM THE GENERAL FUND RESERVE (001-0000-295-5002); AND APPROVING A 10% CONTINENCY ($38,984) WITH AUTHORIZATION GIVEN TO THE CITY
MANAGER FOR CONTRACT AMENDMENTS UP TO THE CONTINGENCY AMOUNT (CEQA STATUS: IS/MND APPROVED ON DECEMBER 2, 2024)
CITY OF FOSTER CITY
WHEREAS, at the regular City Council meeting on December 2, 2024, the City Council approved the Integrated Adaptive Canada Goose Management Plan which provides a comprehensive framework for addressing the impacts of Canada geese; and WHEREAS, on February 18, 2025, City Council approved the request for proposal to engage a wildlife management firm to implement the proposed strategies outlined in the City’s Plan; and
WHEREAS, on April 21, 2025, City Council authorized staff to reject all bids and reissue the RFP with an expanded scope aimed to increase cost efficiency and attract broader vendor interest while increasing the number of pilot sites for more robust evaluation; and
WHEREAS, Wildlife Innovations submitted the lowest, responsible bid in the amount of $389,840 for the first year of a pilot program that includes an initial period from August 2025 through June 2026; and
WHEREAS, Staff recommends adding a 10% contingency ($38,984) for contract amendments up to that amount, for a total contract cost of up to $428,824; and WHEREAS, City Council previously approved $45,000 in the FY 2025-2026 budget for goose management; and
WHEREAS, City Council approves a 10% continency ($38,984) with authorization given to the City Manager for contract amendments up to the contingency amount, for a total cost of up to $428,824.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Foster City hereby awards an agreement for the Integrated Adaptive Canada Goose Management Plan to Wildlife Innovations for a total not-to-exceed amount of $389,840 for the initial pilot program period from August 1, 2025, to June 30, 2026, with the option 2 8

for two one-year extensions; and
BE IT FURTHER RESOLVED that the City Council of the City of Foster City approves any amendment or amendments to the contract which, in total, do not exceed 10% ($38,984); and
BE IT FURTHER RESOLVED that the City Council of the City of Foster City approves a supplemental budget appropriation of $383,824 for fiscal year 2025-2026 from the General Fund reserve (001-0000-295-5002), to be combined with $45,000 previously appropriated in the FY 2025-206 budget for total funding sources of $428,824.
