FOSTER CITY RECREATION CENTER REBUILD PROJECT
CONSTRUCTION MANAGEMENT MONTHLY REPORT (CIP 301-678)

GRIFFIN STRUCTURES

Report Period: July 1 – 31, 2025

General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture

Introduction

The project advanced significantly in July, transi tioning from foundational work into the structural steel phase. The west slab-on-grade was completed, and full steel erection began mid-month, culminating in the topping-off ceremony recognizing the completion of primary framing. Significant off-site work proceeded for the new traffic signal modifications and drive aisle. EV charger conduit and fire water systems were partially installed on-site. Inspections ramped up across disciplines, with welding inspections being the priority for the coming weeks. While the contractor’s schedule still reflects a forecast slightly ahead of the contract milestone, key scopes such as MEP coordination, fire water trenching, and utility tie-ins remain critical to maintaining progress.

Schedule and Critical Path Status

• Schedule Update #8 (data date 6/30/25) forecasts Substantial Completion in early June 2026. • Structural steel erection and metal decking are currently driving the critical path • MEP hanger layout and sleeve coordination is pending the release of overlay drawings • Near-critical or sensitive scopes include:
o Shell Blvd. utility work (trenching, backfill, inspections in public ROW) o Transformer pad coordination and related deferred scopes o Curtain wall, storefront, and rainscreen submittals (pending or in final review)

Inspection & Quality Control

• Apex conducted daily shop material and site welding inspections; no deficiencies noted. • Bolting inspections and Skidmore testing completed onsite by Apex with assistance from the steel erector.
• Romig inspections are ongoing for trench compaction and fire water installation. • Degenkolb Observation #5 completed and noted generally conforming steel framing. • Structural slab compression strength results returned in conformance with plans and specs.

Construction Activities Completed - July 2025

• Completed west slab-on-grade placement and stripping
• Initiated and completed primary structural steel erection (Rec. Wing), including BRBs, stair framing, and topping-out milestone
• Installed metal decking in stages with tie-off safety measures • Conducted Topping-Off Ceremony recognizing structural steel completion • Continued trenching and installation of storm drain and sanitary sewer in Shell Blvd. right of way • Installed conduit and sleeves for EV chargers.
• Progressed site lighting, trenching and installation of pole bases • Completed off-site curb, gutter, and ADA ramp concrete as part of traffic signal modification work • Structural welding inspections performed by Apex confirmed conformance • High-strength bolting inspection and Skidmore testing completed following coordination • Degenkolb Structural Observation #5 confirmed general compliance of erected steel; one RFI issued for cantilever stub clarification
• Ongoing coordination for site signage, fencing, and play area features • LEED action plan submitted by BHM
• Public Works, Building, and Fire inspections conducted for ADA compliance, site electrical and fire water.
• Processed and submitted Pay Application #9 ($2,005,462.50)

Construction Activities Planned - August 2025

• Complete remaining structural steel framing and begin full installation of 2nd floor and roof metal decking
• Begin installation of stair rails, bracing, and miscellaneous steel elements • Submit MEP coordination overlay drawings for design review and begin layout of hangers and sleeves
• Install rooftop penetrations and initiate flashing layout coordination • Continue layout of roof blocking and initiate roof dry-in at completed deck areas

GRIFFIN STRUCTURES

• Continue trenching and conduit backfill for fire water, telecom, and site lighting scopes • Coordinate with Romig for trench inspection and compaction verification at Shell Blvd. • Begin forming and concrete work for signage and play area fencing post footings • Finalize design and install mockups and in-place elements. • Complete remaining traffic signal modification work at off-site intersection • Maintain structural observation and special inspection schedule for steel closeout

Key Challenges

• MEP coordination overlay drawings remain outstanding, delaying layout of hangers, sleeves, and penetrations, including coordination with roof equipment layout. • Pending final approvals of deferred submittals for fire alarm, sprinkler, seismic bracing, and generator remain in review.
• Shell Blvd. utility scopes require continued coordination by BHM, with Romig and City inspections. • Elevator Deferred Submittal approval.

Budget Updates

CCO No. 6 was executed in July for a total value of $82,489.00, with no added calendar days. This change order encompasses seven CORs addressing utility coordination, field conditions, and owner-directed adjustments:

• COR 13.1 – Power routing for cathodic protection and irrigation controller - $11,455.00 • COR 14.1 – Fall protection revision replacing CB-18 anchors with CB-12s and custom base plates - $1,933.00
• COR 26.3 – Manual conduit elevation in slab-on-grade rock section to mitigate settlement - $12,329.00
• COR 34 – Added etched finish to bocce court concrete curbs to match design intent - $2,034.00 • COR 36 – Lowering of existing 4" fiber conduits near the VIBE Center to achieve cover - $17,829.00
• COR 37 – New 2" telecom conduits installed due to missing existing duct in the field - $33,932.00 • COR 39 – Removal of a Melaleuca tree in poor health and in conflict with the new drive aisle - $2,977.00

These items were reviewed and recommended by Griffin Structures and approved by the City based on field conditions and scope clarifications.

Summary

July delivered a tangible shift in project visibil ity and pace, with the full erection of structural steel transforming the site and off-site curb, gutter, and ADA ramp work establishing the new traffic signal geometry. Key inspections were completed across multiple disciplines, supporting continued slab, utility, and framing progress. With the primary structure now topped out, attention turns to preparing for overhead MEP layout, roof dry-in, and enclosure planning.

While general momentum was strong, several unresol ved items continue to threaten available schedule float. The delayed submission of MEP coordination overlay drawings is directly impacting the start of overhead layout and rooftop equipment rough-in. In parallel, deferred approvals for the fire sprinkler system, generator, seismic anchorage, and elevator continue to compress schedule for subsequent activities.

Maintaining progress in August hinges on resolving coordination bottlenecks, particularly the MEP overlay and deferred submittals, to allow overhead and rooftop work to proceed without delay. Enclosure planning, layout for mechanical and electrical systems, and continued site utility installations will be central to keeping the project aligned with the critical path. Timely responses from the design team and permitting agencies will be essential as the project enters the enclosure and dry-in phase heading into fall.
