VIA: Stefan Chatwin, City Manager

FROM: Cory Call, Police Chief
DEPARTMENT: Police
SUBJECT: PURCHASE POLICE DEPARTMENT LOCKERS FROM SPACE
AND SYSTEMS, INC. IN THE AMOUNT OF $219.999.25

RECOMMENDATION
It is recommended that the City Council adopt a resolution authorizing the purchase of replacement lockers from Space and Systems, Inc. in the amount of $219,999.25 from the Foster City Police Department’s operating budget (Account No. 001-0630-421- 4246).

EXECUTIVE SUMMARY
The Police Department’s current men’s and women’s lockers are over 24 years old and no longer meet the needs of a modern law enforcement agency. Many of the existing lockers are damaged, with dented or warped doors, have broken components, and locks that no longer function reliably. They also lack the space, layout, and features required to securely store today’s police uniforms, gear, and personal items. Replacing them with modern lockers will enhance functionality, security, and storage, boost officer morale, and protect critical equipment from loss or unauthorized access.

The replacement men’s and women’s lockers will be purchased from Space and Systems, Inc., and the total cost to purchase the replacement lockers is $219,999.25, which includes new lockers, delivery, removal of existing lockers, installation, electrical connectivity in the lockers, and a basic warranty.

BACKGROUND/ANALYSIS
The Police Department’s existing men’s and women’s lockers were installed over two decades ago and have remained in continuous use since. These lockers support a 24- hour operation, serving officers across all shifts and storing essential tools, uniforms, and equipment critical to daily duties. Over the years, the constant use and aging materials have led to widespread wear and tear of the lockers. Many lockers have dented or warped doors, broken hinges, and locks that no longer function properly, compromising both security and usability. The lockers are no longer under warranty, as the typical five-year coverage period has long expired. In previous years, the Department occasionally hired vendors for annual repairs; however, replacement parts have become increasingly difficult to source, and some repairs now require welding, making maintenance more complex, costly and time consuming.

The purchase of new police lockers is a critical investment in operational efficiency, officer safety, and facility integrity. The current lockers, in service for over two decades, no longer meet the physical demands of a modern law enforcement environment. Their deteriorating condition, marked by broken hinges and non-functional locks, compromises the secure storage of essential gear and increases maintenance costs due to the need for specialized repairs.

The current lockers fail to accommodate the size and variety of modern police equipment, which has evolved significantly over the past two decades. Officers are required to store not only uniforms and duty belts, but also cameras, radios, chargers, ballistic vests, exterior uniform carriers, boots, helmets, and personal items. The limited space and deteriorating condition of the current lockers restrict organization and increase the risk of equipment damage, loss, or theft. Replacing these lockers is essential to maintaining operational readiness, ensuring equipment security, and providing a safe, functional workspace that reflects the professionalism of the City and Department.

The locker vendor, Space and Systems, Inc., utilizes Sourcewell contract pricing, which is pre-competed and competitively solicited. The informal bid procedure was followed, and their lockers were significantly cheaper than the other two competitive bids from similarly reputable companies.

If approved by Council, the Police Department will contract with Space and Systems, Inc., to install this essential and functional piece of equipment. Following the removal of the old lockers, the City’s Building Maintenance staff will perform any necessary work in the men's and women's locker rooms. This work will include tasks such as installation of new flooring, painting, and other maintenance aimed at enhancing the overall condition and appearance of the area where the new lockers will be installed.

Purchase of the replacement men’s and women’s lockers is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including without limitation, Public Resources Code section 21065 and California Code of Regulations 15378 as this is not a “project” that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.

FISCAL IMPACT
Funding in the amount of $219,999.25 is allocated and available for this purchase in the FY 2025-2026 Police Department budget (Account No. 001-0630-421-4246).
