A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
APPROVING AN AMENDMENT TO THE LICENSE AGREEMENT WITH ISLAND
UNITED CHURCH (IUC) AND AN AMENDMENT TO THE MEMORANDUM OF
UNDERSTANDING WITH THE FOSTER CITY COMMUNITY GARDEN ASSOCIATION
AND IUC TO AUTHORIZE INSTALLATION OF ADDITIONAL GARDEN BOXES AT THE COMMUNITY GARDEN LOCATED AT 1130 BALCLUTHA DRIVE
CITY OF FOSTER CITY
WHEREAS, at the May 6, 2024 Council Meeting, the City Council approved a License Agreement with Island United Church (IUC) and a Memorandum of Understanding (MOU) with the Foster City Community Garden Association (FCCGA) and IUC to establish a Community Garden Pilot Program at 1130 Balclutha Drive; and WHEREAS, the Community Garden officially launched on April 1, 2025, with the installation of 15 garden boxes and has since experienced high community demand, with all plots currently occupied and approximately 14 residents on a waitlist; and WHEREAS, the FCCGA has requested to expand the number of garden boxes within the remaining licensed area to accommodate additional community members and reduce the current waitlist; and
WHEREAS, the expansion will be supported by a $3,000 contribution from the Rotary Club, including a $1,000 grant and an additional $2,000 donation, to cover material costs, with construction assistance provided by Rotarians and Boy Scouts; and WHEREAS, IUC has expressed support for the proposed expansion, subject to a formal amendment to the License Agreement reflecting the expanded scope of use; and WHEREAS, there is no direct fiscal impact to the City, as the cost of materials will be funded externally and ongoing operational costs will continue to be offset by garden member fees per the existing agreement.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City hereby approves an amendment to the existing License Agreement with Island United Church and an amendment to the Memorandum of Understanding with the Foster City Community Garden Association and IUC to authorize installation of additional garden boxes at the Community Garden located at 1130 Balclutha Drive. 3 7
