A RESOLUTION OF THE BOARD OF DIRECTORS OF THE ESTERO MUNICIPAL
IMPROVEMENT DISTRICT ADDING NEW JOB DESCRIPTION OF PRINCIPAL
BUILDING INSPECTOR AND AUTHORIZING A SUPPLEMENTAL APPROPRIATION
TO HIRE A TEMPORARY PRINCIPAL BUILDING INSPECTOR AND APPROVING AND ADOPTING THE AMENDED PAY PLAN FOR FISCAL YEAR 2025-2026
ESTERO MUNICIPAL IMPROVEMENT DISTRICT
WHEREAS, the Building Division in the Community Development Department has limited staff to provide services related to construction activity in the Estero Municipal Improvement District; and
WHEREAS, over the last two years there have been significant challenges in staffing requiring assistance from on-call building services consultants; and WHEREAS, there are several large and complex projects underway and several additional projects anticipated to commence in the next few months; and WHEREAS, the position of Principal Building Inspector was previously established and approved by the Board of Directors in June 2019; and WHEREAS, the position of Principal Building Inspector was replaced by the Plans Examiner position in November 2021; and
WHEREAS, the Board of Directors of the Estero Municipal Improvement District must approve the pay plan in order for the pay ranges to become effective.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Estero Municipal Improvement District does hereby:
1. Approve the new job description for a Principal Building Inspector,
2. Authorize a supplemental appropriation to hire a temporary Principal Building Inspector for a three-year period, including offering full benefits to aid in recruitment, with the estimated FY 25-26 cost of $169,076.67 to be offset by plan check fee revenue, which was previously paid directly to consultants, and costs in FY 2026-2027 through FY 2028-29 be included in future proposed budgets for those respective years; and
3. Approve and adopt the amended Pay Plan for Fiscal Year 2025-2026 is hereby adopted effective September 9, 2025.
