A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY AUTHORIZING A FOUR-YEAR CONTRACT WITH AXON ENTERPRISE, INC., IN THE AMOUNT OF $106,192.79 TO PURCHASE AND IMPLEMENTATION OF ELEVEN AXON FLEET 3- IN-CAR VIDEO CAMERA SYSTEMS AND ALL NECESSARY
HARDWARE, SOFTWARE, LICENSES, AND TECHNICAL SUPPORT SERVICES AND AUTHORIZING AN APPROPRIATION OF $21,238.54 FROM THE GENERAL FUND TO ACCOUNT NO. 001-0620-421-4251
CITY OF FOSTER CITY
WHEREAS, since 2012, the Foster City Police Department has utilized body-worn camera (BWC) technology to enhance accountability, transparency, and officer safety; and
WHEREAS, the Department seeks to expand its technology suite by equipping 11 patrol vehicles with Axon Fleet 3 in-car cameras; and
WHEREAS, implementation of Axon Fleet 3 will reduce liability, deter complaints, support criminal prosecutions, and increase public trust and transparency through objective video evidence; and
WHEREAS, in-car camera systems have become industry standard, providing a vital perspective that complements body-worn video and enhances investigative outcomes; and
WHEREAS, the total cost of the 11 Axon Fleet 3 in-car camera system is $106,192.79 for a four-year contract which will be co-termed with the Department’s current Body Worn Camera contract, aligning both products under a single contract cycle; and
WHEREAS, the purchase will be made through Axon, a sole source vendor to law enforcement agencies.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize a multi-year contract with Axon Enterprise, Inc. in the amount of $106,192.79 to purchase 11 new in-car video cameras and all necessary hardware, software, licenses, and technical support services.
BE IT FURTHER RESOLVED, the Mayor is hereby authorized to execute the contract in the form attached hereto, with minor amendments that may be authorized by the City Attorney.

BE IT FURTHER RESOLVED, the City Council authorizes an appropriation of $21,238.54 from the General Fund to Account No. 001-0620-421-4251 for Year 1 payment.
