OFFICE OF THE CITY COUNCIL
City of Foster City

October 13, 2025

San Mateo-Foster City School District
Board of Trustees
1170 Chess Drive
Foster City, CA 94404

Dear Board President Brooks and Members of the Board of Trustees,

On behalf of the San Mateo City Council and the Foster City Council, we write to respectfully request your partnership in developing and implementing a district -wide education program focused on e - bike use, safe bicycling and pedestrian practices, and safe driving practices for parents at student drop offs and pick ups. We believe this initiative is both timely and essential to ensure the safety and well-being of our students as micromobility use rapidly expands across our communities.

Growing Safety Concerns and the Need for Education

Over the past several years, the popularity of e -bikes has surged among youth, providing convenience and environmental benefits—but also creating new safety challenges. Unfortunately, we have seen a sharp increase in unsafe riding behavior, excessive speeds, and widespread lack of helmet use among school-aged riders.

Recent data underscore the urgency of this issue:

● E-bike injuries nationwide rose from 751 in 2017 to over 23,000 in 2022, a trend that continues upward
● Approximately 40% of e -bike injuries occur among riders under 18, and head injuries account for roughly 60% of hospital visits from e-bike accidents. ● Helmet compliance is alarmingly low—less than 3% among pediatric e-bike riders. ● San Mateo County’s bicycle-involved collision rate in 2024 was 30.9 per 100,000 residents, and reports indicate that e -bike-specific crashes are increasing, though many remain under-reported.
● A 2023 San Mateo County Grand Jury report found that most jurisdictions do not separately track e-bike collisions, highlighting a lack of consistent monitoring and public education.

These statistics reflect what we see in our neighborhoods and near our schools: young riders traveling at high speeds, often without helmets or awareness of traffic laws, and navigating congested school zones where pedestrian and vehicle interactions are frequent. Without structured education and reinforcement, these behaviors will continue to place students and families at risk.

Regional Examples and Momentum

7.1 Attachment 1 - San Mateo-Foster City Joint Letter - E-Bike Safety

314

We are encouraged that neighboring jurisdictions are taking proactive steps to address this growing safety concern. The City of Burlingame recently launched a comprehensive bicycle registration and safety education program in partnership with local schools and law enforcement. That initiative focuses on helmet use, speed control, and understanding traffic rules, while helping local police identify lost or stolen bicycles and engage students in positive safety outreach.

This program has received strong community support and serves as a valuable model for coordinated, city –school collaboration. The San Mateo –Foster City School District is uniquely positioned to build upon Burlingame’s example, adapting it to fit the needs and scale of our district while leveraging ongoing partnerships with Safe Routes to School, parent –teacher associations, and local traffic safety agencies.

Proposed Educational Partnership

To address these concerns, we respectfully propose that the District, in collaboration with our two cities, develop and launch a Comprehensive Student and Community Safety Education Program.

The program could include:

● Classroom instruction on e -bike and bicycle rules of the road, helmet use, speed management, and right-of-way awareness.

● On-campus “bike rodeos” and safety demonstrations, teaching hands-on control skills and helmet fitting.

● Parent outreach through newsletters and school events to reinforce safe drop-off and riding habits.

● Clear signage and wayfinding around campuses promoting safe speeds, dismount zones, and pedestrian right-of-way.

● Peer safety ambassadors to promote a culture of responsibility among students.

● Data collection and reporting to track incidents, helmet usage, and behavior change over time.

We also encourage close collaboration with the County’s Safe Routes to School program, local police departments, and regional traffic safety partners to ensure a consistent and sustainable approach.

Next Steps

We respectfully request that the Board:

1. Formally endorse the development of this safety education initiative.

315

City of Foster City • 610 Foster City Boulevard, Foster City, CA 94404 P: (650) 286-3200 • E: [email protected]

2. Direct staff to coordinate with both City Councils and Safe Routes to School representatives to design a pilot program for the 2025–2026 academic year.

3. Explore funding opportunities for educational materials, signage, and helmet distribution.

Conclusion

Our collective goal is simple but urgent: to keep our students safe. With coordinated education, clear expectations, and community engagement, we can prevent injuries, promote responsible mobility, and ensure that the benefits of e-bikes and cycling are realized without compromising safety.

We appreciate your consideration and look forward to partnering with you to protect and educate our students.

Sincerely,

The City Councils of San Mateo and Foster City

GENERAL UPDATE

RECOMMENDATION
It is recommended that the City Council, by Minute Order, receive and accept the update report on the Community Center Rebuild Project (“Project”) formally known as the Recreation Center Rebuild Project.

EXECUTIVE SUMMARY
Staff will provide a verbal update of the latest Project activities at the City Council meeting. The Project update will consist of this staff report and the attached Construction Manager’s Report. Some of the notable highlights from the past two months of the Project include:
Completion of structural steel construction, which included bolting and field welding.
The metal decking on the second floor was constructed. The concrete pour for the second floor and low roof deck was completed. Fire water and sewer lateral trenching was completed.

On October 21, 2024, City Council adopted City Resolution No. 2024-111 to rename the Recreation Center to Foster City Community Center when it opens. For consistency in

8.1 8.1 Staff Report

317

project naming and to avoid confusion with messaging, staff will be referring to the project as the Community Center Rebuild Project moving forward.

BACKGROUND AND ANALYSIS
BHM Construction, LLC. (BHM) completed the primary framing across both floors, which included structural bolting and field welding. Once the framing was completed, BHM was able to construct the second floor and low roof decking. On September 11, the second floor and low roof deck concrete pours were completed in the early morning to reduce disruption to the public. This concrete delivery was successful and a big milestone, which led to the start of internal framing being constructed and working on the layouts of the mechanical, electrical, and plumbing (MEP) systems.

Outside of the building footprint, BHM continued working on general civil tasks and utilities such as the electrical, sewer, and fire water. This included electrical for site lighting and conduits for communication lines. The sewer lateral was installed on the north side of the project site which led to the start of a lane closure along Shell Blvd.

The firewater line is also being constructed within Shell Blvd with the anticipation of removing the lane closures in October.

During the construction, submittal, and request for information (RFI) process, it was found that multiple aspects of the design required additional scope which resulted in Contract Change Order #7 (CCO #7) and Contract Change Order #8 (CCO #8).

CCO #7 consisted of the following items:

1. It was found that the operable partitions required additional electrical coordination for the circuit wiring, controllers, and disconnects. The additional cost for materials and labor was $13,213.

2. An existing AT&T utility box conflicted with the new ADA ramp which required modification and removal. The additional cost for materials and labor was $3,225.

3. BHM needed to remove and dispose of asbestos pipe which was not called out in the Project plans. The additional cost for materials was $2,264.

The total cost of CCO7 was $18,702.

CCO #8 consisted of the following items:
A design change was required for the balcony overflow drains to be rerouted due to conflict with structural steel. The additional cost for materials and labor was $13,977.
The concrete pathway adjacent to the bocce courts were trenched through several times during construction and it was determined that replacing the entire pathway would be an improvement for visual consistency. The additional cost for materials and labor was $19,240.

8.1 8.1 Staff Report

318

The playground safety surface was increased in thickness to meet proper fall- height safety requirements. The additional cost for materials and labor was $10,527.
The canopy glazing needed to increase to a 1-inch thickness due to the framing system not being able to accommodate a thinner glass. The additional cost for materials and labor was $19,107.
A permanent connection was required to be installed to provide power to the 240V outlet at the meadow. The additional cost for materials and labor was $14,944.

The total cost of CCO8 was $77,795.

The remaining contingency balance following the execution of CCO7 and CCO8 is $3,810,684 and the current contract amount is $45,277,916.

Upcoming Construction Activity
The building’s roof construction continues with several internal components being installed for waterproofing and fireproofing. Utilities within the building will be coordinated with MEP systems beginning to be installed. Work within the public right- of-way is anticipated to be completed which includes the concrete sidewalk, driveway, paving, and utility connections. Additional onsite utility work will continue, which includes work around the bocce courts. Additional information on the site activities can be found in the Construction Manager’s Reports attached.

GRIFFIN STRUCTURES

Report Period: August 1 – 31, 2025

General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture

Introduction

August marked a pivotal month for the project as structural steel activities neared completion and the focus shifted toward enclosure and infrastructure systems. The construction team continued metal decking installations at both roof and second-floor levels and progressed with trenching and utility infrastructure throughout the site.

Interior preparation also advanced, including restroom plumbing rough-in and layout for mechanical, electrical, and plumbing (MEP) overhead work. Off-site improvements, including asphalt paving, signal pole installation, and sidewalk/curb work, were substantially completed, closing out much of the right-of-way work initiated earlier in the summer.

While substantial progress was made, several key dependencies emerged during this reporting period.

Coordination overlays for overhead MEP systems and unresolved deferred submittals now present potential impacts to critical path activities. Maintaining momentum into September will require the timely resolution of these items, effective dry-in sequencing, and continued inspection support for enclosure and infrastructure scopes.

o Maintain coordination with inspection agencies for daily structural, sitework, and MEP observations.

Key Challenges
• Overhead MEP Coordination Delay: Final coordination overlay drawings for mechanical, electrical, and plumbing systems remain outstanding, delaying layout of hangers, sleeves, and equipment penetrations. This has created pressure on the dry-in sequence and subsequent enclosure milestones.
• Deferred Submittal Approvals: Multiple deferred items, including the curtain wall, generator, fire alarm, seismic bracing, and elevator, remain under review or require resubmission. Delays in these approvals may impact long-lead procurement and rough-in sequencing if not resolved early in the next period.
• Utility Coordination in Public Right-of-Way: Sanitary sewer and fire water, through Shell Blvd., continue to require tight coordination with inspection agencies and adjacent entities. Concrete encasement, backfill, and trench closure approvals must be obtained in a narrow window to avoid schedule impacts.
• Dry-In Preparation and Roofing Access: Sequencing for roofing prep, blocking, and vapor barrier installation is complicated by incomplete roof penetrations and pending layout coordination for mechanical systems. This poses a risk to maintaining weather protection timelines going into fall. • Site Infrastructure and Exterior Mockups: Fencing, play area structures, and signage elements are awaiting final design decisions. Delays in finalizing these scopes could result in rework or inefficient mobilization later in construction.

Summary
The project made visible progress throughout August, with structural framing nearing full completion and preparation for building enclosures now underway. Milestones included installation of metal decking, baseplate grouting, and completion of utility trenching and encasement in key site zones. Off-site work, including paving and signal modifications, was also substantially completed and inspected.

Inspection activity remained high across structural, site, and utility scopes, with reports indicating general conformance and no major deficiencies. Coordination between the field team, design consultants, and inspectors was effective in verifying work in place and clearing scopes for follow-on trades.

However, several challenges remain unresolved. Overhead MEP coordination overlays have not yet been finalized, delaying layout and hangers in critical areas. Several deferred submittals, most notably for curtain wall, generator, and elevator systems, remain pending, potentially impacting procurement and rough-in schedules.

Looking ahead, the project’s success in September will depend on the timely resolution of outstanding coordination items and the ability to maintain momentum across multiple fronts. With steel framing activities wrapping up, the focus will shift to closing out early infrastructure, initiating building enclosure, and setting the stage for interior build-out.

Contract Change Order Updates

The following Change Orders were approved or executed in September 2025:

• CCO #7 – Executed for $18,702.00:
o COR 6.1 – Power to Operable Partition
o COR 41 – AT&T Utility Box Conflict
o COR 42 – Asbestos Concrete Pipe Disposal

• CCO #8 – Approved for $77,795.00:

o COR #29 – Balcony Overflow Drain Piping ($13,977): Revised routing of balcony overflow drains to tie into the storm drain system after coordination revealed the original edge- nozzle design conflicted with structural steel.
o COR #35.1 – Concrete Pathway Replacement at Bocce Courts ($19,240): Replacement of ~500 SF of concrete pathway near the bocce courts, made necessary after utility trenching disturbed the existing path and the City confirmed continuous replacement for

visual consistency.
o COR #38.1 – Playground Safety Surfacing ($10,527): Increased thickness of poured-in- place safety surfacing from 3" to 4.25" over 2,660 SF to meet fall-height safety requirements, including added off-haul and material costs. o COR #46 – Glass Canopy Revisions ($19,107): Upgrade of canopy glazing from 9/16" laminated to 1" insulated glass units due to framing system pocket limitations, increasing material weight, and installation complexity.
o COR #48 – Meadow 240V Outlet Connection ($14,944): Permanent electrical connection of the meadow’s 240V outlet to the new building’s electrical panel per Owner request and Bulletin 3.

These items were reviewed and recommended by Griffin Structures and approved by the City based on field conditions and scope clarification confirmed by the Design Team.

Financial and Project Risk Status

As of September 30, 2025, the project has utilized 14.6% of contingency, with 85.4% remaining. This is a strong position, with roughly one-third of the project value billed and the midpoint in contract time, reflecting careful management of changes to date. However, the project is now entering the highest-risk phase with envelope procurement, dry-in, long-lead MEP equipment, elevators, and interior finishes upcoming. While the contingency balance remains healthy, we anticipate increased drawdown in the coming months as deferred submittals are resolved and long-lead systems are procured.

With 43% of approved COR value tied to site conditions, that category has likely peaked, since major unforeseen underground and demolition work is now behind us. A/E Errors & Omissions (42%) should continue to be monitored closely during the envelope and interior phases, as design clarifications can still emerge, but the rate of growth is expected to taper compared to spring and summer. Owner-initiated changes (10%) may increase further as finishes and systems come into focus in 2026, and this will need careful review against the contingency balance. Contractor-initiated changes (5%) remain minimal.

Overall, the risk profile is shifting from existing conditions toward design clarifications and owner-directed

scope as the project advances, making proactive review of submittals, RFIs, and scope decisions critical to maintaining contingency health.

Summary

The Foster City Recreation Center project made steady progress throughout September 2025 with continued work on structural steel, roofing, framing, and utility infrastructure. Despite challenges related to product compliance, submittal delays, and coordination complexities, the project remains on schedule. Upcoming October activities will push the project toward enclosure and MEP rough-in, with building dry-in as the critical driver before the wet months.

Note: This report is a monthly update for the Foster City Recreation Center Rebuild Project, highlighting key construction activities, upcoming tasks, challenges, and budgetary considerations.
