NOTICE OF COMPLETION
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution accepting the work performed by MCK Services, Inc. (MCK) for the construction of CIP 301-722 Street Rehabilitation Project (2024-25) and directing the City Clerk to file the Notice of Completion.
EXECUTIVE SUMMARY
CIP 301-722 focuses primarily on street rehabilitation efforts in Neighborhood 6 and minor road improvements outside of Neighborhood 6, which include grading adjustments along Shell Boulevard at the northern driveway to Beach Park Elementary School, curb ramp installation at Boothbay Ave and Galveston Street, and base repairs adjacent to 117 Beach Park Boulevard. Work included the installation of new curb ramps in conformance with the Americans with Disabilities Act (ADA), signage, striping, and utility adjustments.
The work has been completed in conformance with the contract documents by MCK within the project budget.
Unused funds will be returned to the appropriate originating funds. It is recommended that the City Council accept the work and direct the City Clerk to file the Notice of Completion (NOC).
BACKGROUND
At the January 21, 2025, meeting, the City Council adopted City Resolution No. 2025-5 approving the plans and specifications for CIP 301-722 and authorized the call for bids.
City Resolution No. 2025-16 adopted on March 17, 2025, approved the execution of a construction contract with MCK in the amount of $1,170,989.75 for CIP 301-722 and established a project contingency of $117,000. Along with the construction contract, CSG Consultants (CSG) was awarded a contract for $216,340 with a contingency amount of $20,000. CSG provided inspection services, submittal review, material testing, and construction support throughout the project.
Construction began in June 2025 and was substantially completed in August 2025. The contractor has completed all punch list items of work and the final invoice for the work was received late August 2025.
ANALYSIS
The scope of work for CIP 301-722 consisted of street rehabilitation in the form of asphalt milling, asphalt overlays, base repairs, striping, signage improvements, utility adjustments, the retrofitting of existing non-compliant curb ramps in conformance with ADA and the City’s Transition Plan, and the application of red paint within 20 feet of the vehicle approach side of crosswalks as required by Assembly Bill 413 (AB 413). Work was primarily completed in Neighborhood 6, which include Halsey Blvd, Farragut Blvd, Bainbridge St., Decatur St., Blythe St., and Burrows St.
Minor roadway improvements beyond Neighborhood 6 were also included in CIP 301-722:
Grading adjustments along Shell Blvd. at the northern driveway to Beach Park Elementary School to address ponding issues within the roadway. Curb ramp installation at Boothbay Ave and Galveston St., to provide for improved ADA accessibility to and from Boothbay Park into the surrounding neighborhood. Base repairs adjacent to 117 Beach Park Blvd. to address root damage from a nearby tree that has since been removed.
During the project, two (2) contract change orders (CCOs) were issued, totaling $12,492.
CCOs #1 and #2 addressed quantity increases for items installed in the field that were higher than originally shown on the bid schedule and opportunities for additional roadway improvements not included in the design phase. CCO #1 funded additional square footage of concrete sidewalk for seamless transitions to newly updated ADA curb ramps and grade adjustments to three water valves to improve roadway rideability and appearance. CCO #2 funded additional lineal footage of double yellow striping to make the lanes clearer for vehicles on Halsey Boulevard.
Given that MCK has completed its work in conformance with the contract documents, it is recommended that the City Council accept the work and direct the City Clerk to file the Notice of Completion.
