SUBJECT: EMERGENCY GENERATOR REPLACEMENTS PROJECT (CIP
455-705) – APPROVAL OF A SECOND EQUIPMENT

PREPURCHASE PACKAGE AND AUTHORIZATION TO CALL

FOR BIDS

RECOMMENDATION
It is recommended that the District Board adopt the attached resolution approving the prepurchase package and authorizing the call for bids for the remaining seven (7) emergency generator systems and seven (7) automatic transfer switches for the Emergency Generator Replacements Project (CIP 455-705); and find that the Project is categorically exempt pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15302 (Class 2).

EXECUTIVE SUMMARY
CIP 455-705 addresses the replacement of emergency generator systems (generators) and automatic transfer switch (ATS) equipment at ten (10) of the District’s lift stations.

Due to the long lead time of equipment, staff developed separate prepurchase packages to order generators and ATSs during the design phase so that delivery of the equipment coincides with the project timeline for construction. The first prepurchase package prioritized Lift Stations 22, 29 and 59 equipment as the expected lead time was the longest. These three (3) generators and their equipment have been approved for

9 purchase, ordered and are currently in production. The prepurchase package for the remaining seven (7) generators and seven (7) ATSs is ready for bid. The lead time for delivery of the additional seven (7) generators and ATSs is estimated to be approximately 30 to 50 weeks once the supplier has been selected and the order has been placed.

The District Board approval of the attached pre-purchase package will allow staff to advertise the package for bidding and proceed with the equipment procurement. Funding is available in the budget for the CIP to purchase this equipment.

BACKGROUND
CIP 455-705 was approved by the District Board as part of the Fiscal Year 2021-2022 budget to address the replacement of emergency generators at ten (10) of the District’s wastewater lift stations (Lift Stations 10, 12, 14, 15, 16, 22, 26, 29, 41 and 59) and associated ATSs with exception of the ATS equipment at Lift Station 22 which was deemed to be in good condition. The existing generators and ATS equipment scheduled for replacement have reached the end of their useful lives.

On May 20, 2024, the District Board adopted EMID Resolution No. 3757 approving the equipment procurement bid package and authorizing the call for bids for three (3) generators and two (2) ATSs for Lift Stations 22, 29, and 59. These three generators had the longest expected lead time.

On August 19, 2024, the District Board adopted EMID Resolution No. 3772 authorizing a vendor agreement with Bay City Electric Works for the purchase of three (3) generators and two (2) ATSs for Lift Stations 22, 29, and 59 in the amount of $1,587,158.

On April 7, 2025, the District Board adopted EMID Resolution No. 3795 approving an amendment to the vendor agreement with Bay City Electric Works to allow for the purchase of two (2) EPA Tier 4 certified generators for Lift Station 22 and Lift Station 29 in the amount of $127,978.

In April 2025, a technical memo, including an initial assessment and recommendations for design, was prepared by Freyer & Laureta, Inc. (F&L) (Design Consultant) for the seven (7) remaining Lift Station locations. Subsequent site visits were conducted by F&L to provide recommendations for replacement sizes and location as part of the development of the second procurement package.

ANALYSIS
Due to the long lead time for the generators, it is recommended that a 2nd separate procurement be conducted to purchase the equipment for the seven (7) remaining Lift Station locations as a City furnished item prior to completion of the construction documents. It is estimated the lead time for the seven (7) new generators and ATS replacements is approximately 30 to 50 weeks. While the products are on order, the 2 8
9 design team will continue to advance the development of the design drawings and project specifications to align delivery with the project’s construction timeline. This will minimize the effects of supply chain issues including potential future price increases and reduce potential delay claims by the installation contractor.

The attached equipment pre-purchase package was prepared by the design team and staff and approved by the City Attorney. It includes the EMID Vendor Agreement for Products, Plans, and Technical Specifications. Staff has deemed the package complete and ready for bidding.

The District Board action will allow staff to advertise the prepurchase package for the generators and ATSs for bidding. Staff anticipate bringing the award of the EMID Vendor Agreement Contract to the District Board in January 2026 based on the schedule below.

CALIFORNIA ENVIRONMENTAL QUALITY ACT
This action is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.) as this project is exempt from the provisions of CEQA as a Class 2 (Replacement or Reconstruction) because this project will be a replacement of existing facilities on the same site for the same purpose and capacity as the structure being replaced.

FISCAL IMPACT
Total engineering cost estimates for the seven emergency generator systems and seven automatic transfer switches are $750,000. Funding for the equipment prepurchase is available in the CIP 455-705 Emergency Generator Replacement Project budget, which has a total approved budget of $6,200,000.
