A RESOLUTION OF THE BOARD OF DIRECTORS OF THE ESTERO MUNICIPAL
IMPROVEMENT DISTRICT APPROVING THE EQUIPMENT PREPURCHASE PACKAGE AND AUTHORIZING THE CALL FOR BIDS FOR SEVEN (7) EMERGENCY GENERATOR SYSTEMS AND SEVEN (7) AUTOMATIC TRANSFER SWITCHES FOR THE EMERGENCY GENERATOR REPLACEMENTS PROJECT (CIP 455-705) AND
FINDING THAT THE PROJECT IS EXEMPT PURSUANT TO THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES §15302 (CLASS 2)
ESTERO MUNICIPAL IMPROVEMENT DISTRICT
WHEREAS, CIP 455-705 addresses the replacement of emergency generators and automatic transfer switch (ATS) equipment located at ten (10) of the District’s lift stations; and
WHEREAS, the ten (10) emergency generator systems (Generators) and ATSs at the ten lift stations have been chosen because they have reached the end of their useful lives; and
WHEREAS, it was determined beneficial to separately procure the equipment as City furnished items, while the project design is underway to keep its delivery in sync with the construction timeline, avoid supply chain issues including potential future price increases, and reduce potential delay claims by the installation contractor; and WHEREAS, a pre-purchase package for the three Generators and ATSs at Lift Stations 22, 29, and 59 was previously prepared and bid and equipment ordered; and WHEREAS, a pre-purchase package for the remaining seven (7) Generators and ATSs was prepared and is ready for bid; and
WHEREAS, the estimated the lead time to procure the seven Generators and seven ATSs is estimated to be 30 to 50 weeks; and
WHEREAS, this action is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.) as this project is exempt from the provisions of CEQA as a Class 2 (Replacement or Reconstruction) because this project will be a replacement of existing facilities on the same site for the same purpose and capacity as the structure being replaced; and WHEREAS, funding is available in the budget for CIP 455-705 Emergency Generator Replacement Project.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Estero Municipal Improvement District does hereby:
1. Approve the equipment prepurchase package and authorize the call for bids for seven (7) emergency generator systems and seven (7) automatic transfer switches for the Emergency Generator Replacements Project (CIP 455-705).
2. Find that the Project is categorically exempt pursuant to CEQA Guidelines Section 15302 (Class 2).
