FOSTER CITY RECREATION CENTER REBUILD PROJECT
CONSTRUCTION MANAGEMENT MONTHLY REPORT (CIP 301-678)

GRIFFIN STRUCTURES

Report Period: September 1 – 30, 2025

General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture

Introduction

September 2025 marked continued vertical progress at the Foster City Recreation Center as structural framing, roof work, and key utility scopes advanced. The second floor and low roof concrete placements were completed, standing seam metal roofing began, and interior framing progressed at multiple locations. Off-site fire water trenching was coordinated and scheduled to begin late in the month.

Mockups, inspections, and preconstruction meetings continued for roofing, fireproofing, and specialty scopes. Despite certain coordination challenges and submittal delays, the project remains on schedule and is transitioning toward enclosure and interior MEP rough-in phases.

Schedule and Critical Path Status

Schedule Update #10 was reviewed and indicates the project remains on track within the contractual duration. The critical path continues through structural steel erection, roofing, and enclosure activities, with emphasis on dry-in and utility coordination. Adjustments in sequencing have improved alignment of exterior framing, roofing, and interior start activities. No impacts to the overall project duration are currently forecasted.

Inspection & Quality Control

• Reinforcing Steel: Apex verified rebar placement for the 2nd floor deck and light pole pier foundations, confirming compliance with approved details and splice/clear cover requirements. • Field Welding: Multiple inspections confirmed conformance of canopy, fall protection, elevator rail, and beam/column welds; no defects observed.
• Fireproofing: Observations confirmed that application of fireproofing at the second-floor beams and columns was in progress, consistent with approved UL designs and submittal requirements. • Concrete: Reinforcement and placement for the second-floor deck and housekeeping pads at roof areas were inspected, with no deficiencies noted.

Construction Activities Completed - September 2025

Concrete and Structural Work:

• Completed pours for the second floor and low roof on September 11. • Formed and placed housekeeping pads at low roof areas. • Stair embeds and landings installed for both Stair 1 and Stair 2. • Ongoing welding inspections and framing layout for high roof and interior partitions.

Roofing and Framing:

• Standing seam metal roof preconstruction held; installation started. • Precon for TPO roofing completed; install scheduled for October. • Framing progressed on the west side, operable partition areas, and parapet walls.

Utilities and Site Work:

• Fire water trenching and layout coordinated for offsite work along Shell Blvd. • Sewer and storm drain trenching continued, with backfill and compaction at West Access Road. • Bocce Court storm drain conflict identified during light pole drilling; coordination in progress. • Grease interceptor and sampling box installations completed.

Inspections and Observations:

• Light pole base form and placement inspections completed. • Structural welding inspections for roof connections and storefront jambs completed. • Apex and Romig conducted various inspections throughout the site. • Group 4 conducted site observations and issued written report.

Construction Activities Planned - October 2025

GRIFFIN STRUCTURES

• Begin TPO roof installation on low roof.
• Fireproofing of interior steel scheduled pending roof sequencing. • Offsite fire water trenching and utility tie-ins along Shell Blvd to continue. • Continue layout and rough-in for electrical and low-voltage systems. • Resolve Bocce Court storm drain conflict and continue lighting installation. • Finalize shade structure footing approvals and begin excavation. • Progress enclosure work and begin interior MEP overhead layout.

Key Challenges

• Cellular Deck Compliance: Installed product used riveted closure pan vs. the specified welded type; paint mockup and alternate concealment under review.
• Deferred Submittals: Several packages remain pending (e.g., playground, fencing, telecom, signage). • MEP Coordination: Ceiling grid and low-voltage device layout incomplete; revised coordination drawings in review.
• Bocce Storm Drain Conflict: Storm drainpipe encountered during site light install; ongoing resolution.

Contract Change Order Updates

The following Change Orders were approved or executed in September 2025:

• CCO #7 – Executed for $18,702.00:
o COR 6.1 – Power to Operable Partition
o COR 41 – AT&T Utility Box Conflict
o COR 42 – Asbestos Concrete Pipe Disposal

• CCO #8 – Approved for $77,795.00:

o COR #29 – Balcony Overflow Drain Piping ($13,977): Revised routing of balcony overflow drains to tie into the storm drain system after coordination revealed the original edge- nozzle design conflicted with structural steel.
o COR #35.1 – Concrete Pathway Replacement at Bocce Courts ($19,240): Replacement of ~500 SF of concrete pathway near the bocce courts, made necessary after utility trenching disturbed the existing path and the City confirmed continuous replacement for

visual consistency.
o COR #38.1 – Playground Safety Surfacing ($10,527): Increased thickness of poured-in- place safety surfacing from 3" to 4.25" over 2,660 SF to meet fall-height safety requirements, including added off-haul and material costs. o COR #46 – Glass Canopy Revisions ($19,107): Upgrade of canopy glazing from 9/16" laminated to 1" insulated glass units due to framing system pocket limitations, increasing material weight, and installation complexity.
o COR #48 – Meadow 240V Outlet Connection ($14,944): Permanent electrical connection of the meadow’s 240V outlet to the new building’s electrical panel per Owner request and Bulletin 3.

These items were reviewed and recommended by Griffin Structures and approved by the City based on field conditions and scope clarification confirmed by the Design Team.

Financial and Project Risk Status

As of September 30, 2025, the project has utilized 14.6% of contingency, with 85.4% remaining. This is a strong position, with roughly one-third of the project value billed and the midpoint in contract time, reflecting careful management of changes to date. However, the project is now entering the highest-risk phase with envelope procurement, dry-in, long-lead MEP equipment, elevators, and interior finishes upcoming. While the contingency balance remains healthy, we anticipate increased drawdown in the coming months as deferred submittals are resolved and long-lead systems are procured.

With 43% of approved COR value tied to site conditions, that category has likely peaked, since major unforeseen underground and demolition work is now behind us. A/E Errors & Omissions (42%) should continue to be monitored closely during the envelope and interior phases, as design clarifications can still emerge, but the rate of growth is expected to taper compared to spring and summer. Owner-initiated changes (10%) may increase further as finishes and systems come into focus in 2026, and this will need careful review against the contingency balance. Contractor-initiated changes (5%) remain minimal.

Overall, the risk profile is shifting from existing conditions toward design clarifications and owner-directed

scope as the project advances, making proactive review of submittals, RFIs, and scope decisions critical to maintaining contingency health.

Summary

The Foster City Recreation Center project made steady progress throughout September 2025 with continued work on structural steel, roofing, framing, and utility infrastructure. Despite challenges related to product compliance, submittal delays, and coordination complexities, the project remains on schedule. Upcoming October activities will push the project toward enclosure and MEP rough-in, with building dry-in as the critical driver before the wet months.
