A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH DARYL D. JONES, INC., DBA TELECOMMUNICATIONS ENGINEERING ASSOCIATES TO PURCHASE
HARDWARE AND INSTALLATION SERVICES FOR A POLICE RADIO SYSTEM UPGRADE IN AN AMOUNT NOT TO EXCEED $396,002.00, AND APPROVING A 10% CONTINGENCY ($39,600.00) AUTHORIZING THE CITY MANAGER TO SIGN
AMENDMENTS TO THE AGREEMENT UP TO THE CONTINGENCY AMOUNT
CITY OF FOSTER CITY
WHEREAS, Foster City Police Department’s communications system is vital to public safety and providing service to the community; and WHEREAS, the Police Radio System was last upgraded in 2002, with some components being replaced again in 2013; and
WHEREAS, this project will help maintain long-term interoperability with County communications; and
WHEREAS, staff identified vendors that specialize in dispatch center desks and solicited quotes; and
WHEREAS, due to the sensitive nature of the systems involved, staff is requesting that the Radio System Upgrade be classified as a sole-source procurement; and WHEREAS, using this vendor will ensure continuity with our current devices, warranties and services, and reduce downtime during implantation; and WHEREAS, doing this Radio System Upgrade in tandem with the Dispatch Center remodel will ensure a smooth and efficient transition to the temporary dispatching area; and
WHEREAS, sufficient funds were allocated in the budget for this project in the Equipment Replacement Fund (#502-0110-413-4385); and
WHEREAS, a contingency should be established, if additional expenses arise once long-installed systems are exposed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize the Mayor to execute an agreement with Daryl D. Jones, Inc., DBA Telecommunications Engineering Associates to purchase hardware and installation services for a Police Radio System upgrade in an amount not to exceed $396,002.00, 3 9

and approving a 10% contingency ($39,600.00) authorizing the City Manager to sign amendments to the agreement up to the contingency amount.
PASSED AND ADOPTED as a resolution of the City Council of the City of Foster City at the regular meeting held on the 3rd day of November, 2025, by the following vote:
