SUBJECT: FOSTER CITY BOULEVARD MEDIAN MODIFICATION PROJECT (CIP 301-635) - NOTICE OF COMPLETION

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution accepting the work performed by Spektren Engineering, Inc. (Spektren) for the construction of the Foster City Boulevard Median Modification Project (CIP 301-635) and directing the City Clerk to file the Notice of Completion.

EXECUTIVE SUMMARY
The goal of CIP 301-635 was to increase the length of the northbound left-turn lane from the Foster City Boulevard Overcrossing at Chess Drive to prevent vehicle queuing out of the turn lane onto Foster City Boulevard. This was accomplished by narrowing the median on Foster City Boulevard. Roadway restoration, including grinding and polymer overlay of the exposed roadway on the bridge and striping were also included in the scope of work.

The work has been completed by Spektren in conformance with the contract documents. It is recommended that the City Council accept the work and direct the City Clerk to file the Notice of Completion.

BACKGROUND/ANALYSIS
In 2009, the City commissioned a Multi-Project Traffic Analysis to assess the potential impacts associated with development projects in the City. The purpose of the study was to identify a comprehensive set of improvements that would address the individual and cumulative effects of additional traffic on the local and regional roadway network related to development. CIP 301-635 was developed to address one of the identified improvements in the Multi-Project Traffic Analysis, specifically –the lengthening of northbound left-turn lanes on Foster City Boulevard at Chess Drive to 650 feet.

The scope of work included narrowing of the median by removal of pavers on the Foster City Boulevard overcrossing approaching Chess Drive, restoration of the newly exposed portion of roadway, and installation of various striping adjustments. BKF Engineers developed the construction documents for the project and assisted with permitting. Bids for the construction of CIP 301-635 were solicited through an informal bidding process as outlined in Chapter 3.04.190 -Purchasing System, of the Foster City Municipal Code.

City Resolution No. 2025-31, adopted on May 19, 2025 approved the execution of a construction contract with Spektren in the amount of $135,867 for CIP 301-635 and established a project contingency of $20,000.

Construction began on September 15, 2025, and was substantially completed on October 20, 2025. Day-to-day construction management and inspection services were performed in-house by staff. The project required a Caltrans Permit. Caltrans has inspected the project, verified completion, has signed off and is in the process of closing out the Encroachment Permit. The contractor has completed all punch list items of work and the final invoice for the work has been received.

Construction for CIP 301-635 took approximately 2 months. Over the 2-month period, there were two (2) contract change orders (CCOs) issued, totaling $5,000. CCO #1 provided for a changeable message sign board, not included in the original contract, for advanced notification to the public of upcoming traffic impacts. CCO #2 provided a contract time extension of 20 days due to delays in material procurement and delivery of polymer concrete. There was no cost associated with CCO #2.

Given that Spektren has completed its work in conformance with the contract documents, it is recommended that the City Council accept the work and direct the City Clerk to file the Notice of Completion.
