Engineering Design/ Services During Construction
• ESDC: HDR continued review of submittals and RFIs on GMP 3; development of design change notices; onsite and remote support by Resident Engineer. HDR continuing the preparation of electronic Operations and Maintenance Manuals
Permitting:

Bay Area Air Quality Management District (BAAQMD)

A/C 30448 (Liquid Processes)

Because the A/C renewal request has been submitted, the City can continue construction/operation under the conditions of the existing permit until a new A/C permit is issued.

A/C 30449 (Generators)

Because construction is complete and source test data submitted, the City does not need to renew the A/C. The Source Test data was approved 10/26/23. The next step is to issue the Permit to Operate (P/O). In the interim, the City can operate the generators under the conditions of the A/C permit.

Public Outreach
• PM/CM and the CWP Public Outreach Lead coordinated on regular project updates to the website, newsletter, social media, etc.

Construction
GMP1
 Project is closed out and accepted on. April 23, 2025.

GMP-2
 Project is closed out and accepted in March 2024
GMP-3
 The contracted completion date for GMP3 has been adjusted to May 22, 2025, to account for additional time to incorporate additional scope added for the back-up fuel system.

However, the City was informed by the contractor that the procurement of the electrical panels required for programming the SCADA have been impacted by the supply change issues because of the Covid pandemic, leak testing of the basins took longer than originally planned, the chemical piping system needs to be replaced to account for thermo- expansion and contraction, and the air aeration piping in the BNR area failed its initial pressure t est and required to be reworked. In addition, new processors and probus cards are required as well as an uninterrupted power supply for the VFDs. The changes have the project end date projected to be May 2026. The Contractor and the City are working together to minimize the potential delays and reduce this potential completion date extension.  Commissioning meetings are being held to continue discussing start-up activities.  Yard piping is complete except for final connection of the force mains to the Headworks schedule for November /December 2025.
 Continued to perform Clean Water testing to check out all the processes equipment and programming prior to introducing sewage into the new process areas.
 Perform electrical black out tests to determine the impacts of a power outage on the new equipment, backup generators and Uninterrupted Power Supply.

infrastructure. The operations and maintenance team maintain an active list of potential projects that are implemented as funds are available.

Current Period Activities
Project/Construction Management (Jacobs- Riva Mitra/ Tanner Pacific)  Jacobs provides Project Management with assistance from the city staff.  Tanner Pacific provides Construction Management
 AMC project
 Update WWTP Biosolids and Energy Management Plan – Brown and Caldwell are working on the study.

Phase 1 of the study investigated the condition of the interior of Digester 2. And discovered that the repairs required for the digester were more extensive than was originally envisioned. The remainder of the Study to be completed in March 2026.
 Digester 1 Improvements - waiting for biosolids report to be completed.  Centrifuge and Centrifuge Feed Pump Replacement – Carollo Engineering selected to prepare plans and specifications for the project. Design to be completed in Fall of 2026.  Solids Handling Systems I&C Improvements – the scope of work has been significantly reduced as a large percentage of this work has been accomplished with other AMC or IAP projects. The remainder programming work will be done as a contract with a consultant programmer.  Digester Transfer Pump Project –. VFD’s arrived in late March 2025. Project completion November 2025.  3 Water Pumping Improvements – Project advertised for Bid on Oct 2, 2025. Bids to open on October 30, 2025. Approximately one year to construct.
 DAFT Corrosion Improvements – Study to evaluate alternatives to repairing DAFT was awarded to Carollo in November 2024. Study completed in August 2025.Study recommends replacing the DAFT with Rotary Drum Thickeners.
 MCC Replacement- HDR is working on finalizing the design for advertisement in December 2025.

Permitting (Various)

Construction
 Digester Transfer Pump Project was awarded in November 2023. The contractor has procured the equipment.

Minor electrical work has started. VFDs arrived in March 2025. Programming issues are being resolved.

Construction is estimated to be completed in November 2025.  Digest 2 Mixer Repair/Replacement – SPX was awarded the repair of the mixer in September 2024. The mixer took approximately 6 months to repair. Repairs were completed in May 2025. An initial investigation after cleaning Digester 2 showed the interior and draft tube need to be coated, and the draft tube bracing be repaired, prior to coating the lower portion of the digester needs to have some additional welding done to repair some minor thinning in small areas of the digester. Repairs were completed in late September 2025. The Digester is available to be brought back online in October. However, the Digester will be brought back online when the new liquid process is online approximately November/December 2025.
