A RESOLUTION OF THE BOARD OF DIRECTORS OF THE ESTERO MUNICIPAL IMPROVEMENT DISTRICT AUTHORIZING (1) TASK ORDER NO. HYD-2025-01 TO
THE MASTER PROFESSIONAL SERVICES AGREEMENT WITH HYDROSCIENCE ENGINEERING, INC. IN THE AMOUNT NOT-TO-EXCEED $995,663 FOR
WASTEWATER ENGINEERING SERVICES FOR THE SANITARY SEWER LIFT STATION IMPROVEMENTS – PHASE 6 PROJECT (CIP 455-719); (2) A PROJECT CONTINGENCY IN THE AMOUNT OF $149,000 WITH AUTHORITY GIVEN TO THE
DISTRICT MANAGER TO EXECUTE TASK ORDER AMENDMENTS UP TO THE CONTINGENCY AMOUNT; AND (3) FINDING THE ACTION EXEMPT FROM CEQA UNDER SECTION 15301 (b) & 15301(d)
ESTERO MUNICIPAL IMPROVEMENT DISTRICT
WHEREAS, CIP 455-719 includes rehabilitation at lift stations 6, 9, 11, 13, 22, 29, 42, and 43; and
WHEREAS, the eight lift stations included in CIP 455-719 were identified in the 2020 Wastewater Collection System Master Plan; and
WHEREAS, the City Council/Board of Directors adopted Resolution No. 2025-6 on January 21, 2025, approving the Master Professional Services Agreement for Water and Wastewater Engineering Services with HydroScience Engineering, Inc. (HydroScience); and
WHEREAS, on August 27, 2025 staff released a Request for Proposals (RFP) to all current on-call water and wastewater engineering firms. On September 25, 2025, three (3) proposals were received.
WHEREAS, HydroScience was selected by reason of their in-depth project understanding, experience, and extensive knowledge to provide the services desired by the District for CIP 455-719; and
WHEREAS, the terms and fees of Task Order No. HYD-2025-01 have been negotiated and determined reasonable based on the scope of services to be provided; and
WHEREAS, funding is available for this work in the approved project budget for CIP 455-719.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Estero Municipal Improvement District does hereby authorize:
1. The President to execute Task Order No. HYD-2025-01 to the Master Professional Services Agreement with HydroScience Engineering, Inc. in the amount not-to- exceed $995,663 for wastewater engineering services for the Sanitary Sewer Lift Station Improvements – Phase 6 Project (CIP 455-719); and 4 0

2. The establishment of a project contingency in the amount of $149,000 (15%) with authorization given to the District Manager to execute task order amendments up to the contingency amount; and
3. Finding this action exempt from CEQA under Section 15301(b) & 15301(d) Existing Facilities.
PASSED AND ADOPTED as a resolution of the Board of Directors of the Estero Municipal Improvement District at the regular meeting held on the 17th day of November, 2025, by the following vote:
