A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY AUTHORIZING THE MAYOR TO EXECUTE AMENDMENT NO. 2 TO THE EXISTING TASK ORDER PLWS-2025-01 WITH PLACEWORKS, INC. IN THE AMOUNT OF $44,338, FOR A TOTAL TASK ORDER AMOUNT NOT TO EXCEED $191,253, TO
CONTINUE PROVIDING ENVIRONMENTAL REVIEW AND DOCUMENTATION FOR
THE PROPOSED REVISIONS TO GILEAD CHESS HATCH MASTER PLAN, INCLUDING 800,000 SQUARE FEET (SF) OFFICE USE TO 800,000 SF OF BIOTECHNOLOGY OR RESEARCH AND DEVELOPMENT USES, LOCATED AT 1155, 1165, AND 1185 CHESS DRIVE; AND FINDING THE AUTHORIZATION OF THE TASK
ORDER EXEMPT UNDER CEQA PURSUANT TO CEQA GUIDELINES SECTION 15061(B)(3)
CITY OF FOSTER CITY
WHEREAS, on May 19, 2025, City Council approved City Resolution No. 2025-33 and approved the Task Order PLWS-2025-01 with PlaceWorks in the amount of $139,919 with a 5% contingency in the amount of $6,996 for a total of $146,915 to provide environmental review and documentation (Initial Study) for the Chess Hatch redevelopment project; and
WHEREAS, PlaceWorks has identified next step beyond the Initial Study work approved the original Task Order PLWS-2025-01 and request additional funding to continue to provide environmental review and documentation for the proposed project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City that the issuance of the Amendment to Task Order is exempt per CEQA Guideline Section 15061(b)(3), Common Sense Exemption (14 Cal. Code Regs. § 15061(b)(3)) because it can be seen with certainty that there is no possibility that this action may have a significant effect on the environment.
BE IT FURTHER RESOLVED, the City Council does hereby authorize the Mayor to execute an Amendment No. 2 to Task Order PLWS-2025-01 with PlaceWorks, Inc. in the amount of $44,338, for a total Task Order amount not to exceed $191,253, to provide environmental review and documentation for the proposed revisions to Gilead Chess Master Plan, including 800,000 square feet (SF) office use to 800,000 SF of biotechnology or research and development uses, located at 1155, 1165, and 1185 Chess Drive.
