EXECUTIVE SUMMARY
The City of Foster City is requesting City Council approval to accept a $50,000 sponsorship from SCAN Health Plan to purchase furnishings (i.e., furniture, décor,

equipment) for the Senior Lounge in the new Community Center. The sponsorship will be provided in two installments of $25,000 each, offsetting funds already budgeted for the Community Center Rebuild Project (CIP 301-678).

SCAN Health Plan is a non-profit Medicare Advantage program that has supported senior programs and wellness initiatives in Foster City. Acceptance of this agreement aligns with the City’s Sponsorship Policy, enhances the Senior Lounge for socialization and wellness activities for older adults, and allows the City Manager to execute the agreement.

BACKGROUND
The new Foster City Community Center will include a dedicated Senior Lounge, designed as a comfortable and accessible space for socialization, wellness, and drop-in activities for older adults. The Project has budgeted sufficient funds for the Senior Lounge furniture and amenities.

The City of Foster City (and Estero Municipal Improvement District) has a Sponsorship Policy that was last revised in January 2022. The Policy provides a framework for the generation of revenue to the City of Foster City through Sponsorships that provide a reciprocal benefit in the form of structured recognition that are consistent with City Council direction, existing City policies and procedures and applicable laws. Pursuant to the Policy, staff may enter into sponsorship agreements for City facilities and programs, provided they are consistent with Policy requirements.

SCAN Health Plan has offered a $50,000 sponsorship to help offset these costs. The sponsorship funding will be provided in two installments of $25,000 each.

Approval of the proposed Agreement will allow the Parks & Recreation Department to enhance the Senior Lounge with high-quality furnishings, continue the City’s partnership with SCAN Health Plan, and provide a welcoming, high-quality space for senior residents.

ANALYSIS
The proposed sponsorship agreement with SCAN Health Plan aligns with the City’s Sponsorship Policy, which outlines requirements for accepting monetary contributions and formalizing actions that support public programs and facilities. The Policy requires City Council authorization for sponsorships of $30,000 or more, making Council approval necessary for this agreement.

The $50,000 contribution offsets the City’s budgeted cost for furnishings for the Senior Lounge, allowing funds to be available for other priorities within the CIP. Accepting this agreement also strengthens the City’s partnership with SCAN Health Plan, a community organization whose mission and services align with Foster City’s goals for senior health, engagement, and well-being.

The sponsorship funds are designated specifically for the Senior Lounge, ensuring transparency and that the funds are used as intended.

CEQA
This action is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including without limitation, Public Resources Code section 21065 and California Code of Regulations 15378 as this is not a “project” that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.

FISCAL IMPACT
The total sponsorship amount is $50,000, provided in two installments of $25,000 each.

The sponsorship will be recorded in Foundation Fund 116 and then transferred to CIP Fund 301 to fund the Senior Lounge furniture and amenities, designating this as an additional funding source for CIP 301-678. There is no direct cost to the City associated with this sponsorship.
