SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND
AUTHORIZING CALL FOR BIDS – STREET REHABILITATION
PROJECT 2025-2026 (CIP 301-726)
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution approving the Plans and Specifications and authorizing the call for bids for the Street Rehabilitation Project 2025-2026 (CIP 301-726).
EXECUTIVE SUMMARY
The proposed scope for CIP 301-726 will consist of roadway work including dig outs and grind and overlay on Foster City Blvd. from E. Hillsdale Blvd. to Marlin Ave, and a portion of Altair Avenue near E. Hillsdale Blvd. The street rehabilitation scope on Foster City Blvd. from Marlin Ave to Beach Park Blvd. is included in the project as a bid alternate and will be awarded if bid results are favorable. The Street Rehabilitation Project will help to maintain and increase the City’s overall Pavement Condition Index (PCI). The PCI is a numerical index used to indicate the general condition of a pavement. Public Works staff
prepared construction documents for the Street Rehabilitation Project and the project is ready to be advertised for construction.
The City Council action will allow staff to advertise the street rehabilitation project for bidding. Construction of the street rehabilitation project is anticipated to take approximately 3 months with an anticipated start in June 2026.
BACKGROUND
In 2023, a pavement condition survey was performed for several streets in the City and the data was entered into the Metropolitan Transportation Commission’s Pavement Management Program (PMP). The PMP allows the City to compare and analyze the street conditions. Based on the PMP analysis, combined with the input received from the public and the City’s maintenance crew, streets are identified and prioritized for rehabilitation work.
Previously, the boulevards or arterials in the City have been skipped for rehabilitation to avoid damage while major construction of the Levee was in progress. Since the Levee has been completed, this will be the second annual paving project which will help address an arterial roadway, which should help raise the Pavement Condition Index (PCI) in future years.
The scope of work includes but is not limited to full-width grinding, asphalt overlays, striping, and utility adjustments.
ANALYSIS
The ongoing maintenance of public streets is essential to maintain the structural integrity, safety and accessibility of the City’s roadways and maintain an acceptable PCI for the City. Continual improvements and maintenance lead to higher quality roadways at a lower cost. Due to high usage, Foster City Blvd will be the main focus of this year’s pavement project. Street rehabilitation in the form of asphalt milling, asphalt overlays, and base repairs will be conducted on Foster City Blvd between East Hillsdale Blvd and Marlin Ave. Additionally, a portion of Altair will also be rehabilitated due to poor conditions identified by maintenance staff. Foster City Blvd between Marlin Ave and Beach Park Blvd is included in the project as a bid alternate and will be awarded if bid results are favorable.
All locations identified above include striping and signage improvements, utility adjustments if necessary. The project area was also evaluated for red curb additions to support Assembly Bill 413 (AB 413), which prohibits parking within 20 feet of the vehicle approach side of crosswalks. Foster City Blvd and Altair Ave within the limits of the project already possess the appropriate parking restrictions, and therefore new red curb for AB 413 is not necessary.
Plans and specifications for the street rehabilitation project are complete and ready for bidding. Public Works staff prepared the plans and specifications in-house resulting in time and cost savings. Construction is anticipated to begin in June 2026, after the conclusion of the school year, in effort to minimize impact to residents. The project duration is approximately 3 months. As with any street rehabilitation project, traffic control will be utilized and construction signs informing residents of the work will be posted 3 days prior to actual start date of the work. The contractor will also be notifying affected homes with letters prior to the work being performed. The overall project management and daily inspection will be provided by a combination of in-house staff and consultant support. A hard copy of the plans and specifications is available for view in City Hall.
