SUBJECT: AWARD OF VENDOR CONTRACT TO CD & POWER IN THE
AMOUNT OF $635,351.13 FOR PURCHASE OF SEVEN (7)
EMERGENCY GENERATOR SYSTEMS, SEVEN (7) AUTOMATIC
TRANSFER SWITCHES AND ASSOCIATED EQUIPMENT FOR LIFT
STATIONS 10, 12, 14, 15, 16, 26 AND 41 FOR EMERGENCY
GENERATOR REPLACEMENTS PROJECT (CIP 455-705)
RECOMMENDATION
It is recommended that the EMID Board of Directors adopt the attached resolution authorizing the President to execute an agreement with CD & Power (CD&P) in the amount of $635,351.13 for the purchase of seven (7) emergency generator systems, seven (7) automatic transfer switches, and associated equipment for the Emergency Generator Replacements Project (CIP 455-705).
EXECUTIVE SUMMARY
CIP 455-705 addresses the replacement of emergency generator systems (generators) and automatic transfer switches (ATSs) at ten (10) of the District’s lift stations. Due to the long lead time of equipment, staff developed separate prepurchase packages to order generators and ATSs during the design phase so that delivery of the equipment coincides with the project timeline for construction. The first prepurchase package prioritized Lift

9 Station 22, 29 and 59. The first prepurchase package has been approved for purchase, ordered and is currently in production with some equipment already been delivered.
The second pre-purchase package for the remaining (7) generators was prepared, and bids were received and opened on November 18, 2025, following a formal bid solicitation. The bid submitted by CD&P in the amount of $635,351.13 was determined to be the lowest responsible and responsive bid. The District Board action to award the vendor contract to CD&P will allow staff to pursue the equipment procurement prior to the award of the construction contract to keep its delivery in sync with the construction timeline while the project design is underway, minimize the supply chain issues including potential future price increases, and reduce potential delay claims by the installation contractor. The lead time for the delivery of the additional seven (7) generators and ATSs is estimated to be approximately 30 to 50 weeks once the supplier has been selected and the order has been placed.
BACKGROUND
CIP 455-705 was approved by the District Board as part of the Fiscal Year 2021-2022 budget to address the replacement of emergency generators at ten (10) of the District’s wastewater lift stations (Lift Stations 10, 12, 14, 15, 16, 22, 26, 29, 41 and 59) and associated ATSs with exception of the ATS equipment at Lift Station 22 which was deemed to be in good condition. The existing generators and ATS equipment scheduled for replacement have reached the end of their useful lives.
On May 20, 2024, the District Board adopted EMID Resolution No. 3757 approving the equipment procurement bid package and authorizing the call for bids for three (3) generators and two (2) ATSs for Lift Stations 22, 29, and 59. These three generators had the longest expected lead time.
On August 19, 2024, the District Board adopted EMID Resolution No. 3772 authorizing a vendor agreement with Bay City Electric Works for the purchase of three (3) generators and two (2) ATSs for Lift Stations 22, 29, and 59 in the amount of $1,587,158.
On April 7, 2025, the District Board adopted EMID Resolution No. 3795 approving an amendment to the vendor agreement with Bay City Electric Works to allow for the purchase of two (2) U.S. Environmental Protection Agency (EPA) Tier 4 certified generators for Lift Stations 22 and 29 in the amount of $127,978.
In June 2025, the City placed an order for three (3) generators and two (2) ATSs for Lift Stations 22, 29, and 59. Some equipment has already been delivered to the Corporation Yard with the balance of the order anticipated to be delivered in May 2026.
In April 2025, a technical memo, including an initial assessment and recommendations for design, was prepared by Freyer & Laureta, Inc. (F&L) (Design Consultant) for the procurement of the seven (7) remaining Lift Station locations. Subsequent site visits were 2 8
9 conducted by F&L to provide recommendations for replacement sizes and location as part of the development of the second procurement package.
On October 20, 2025, the District Board adopted EMID Resolution No. 3824 approving the equipment procurement bid package and authorizing the call for bids for seven (7) generators, ATSs and associated equipment for Lift Stations 10, 12, 14, 15, 16, 26 and 41.
ANALYSIS
Due to the long lead time for the generators, it was recommended that a 2nd separate procurement be conducted to purchase the equipment for the seven (7) remaining Lift Station locations as a City furnished items prior to completion of the design documents. The first three (3) generators were prioritized and ordered ahead of the remaining seven (7) due to the importance of those Lift Stations (LS 22, 29, 59) and the critical state of their existing generators.
Following a competitive bidding process, two (2) bids for the purchase of the generators and ATSs were received on November 18, 2025. The bid results are as follows:
Company Name Total Base Bid

Amount
over/under Base
Bid Plus Alternate
% over/under Base
Bid Plus Alternate
$ $ %
Engineer’s Estimate $749,520.00 - -
CD&P $635,351.13 ($114,168.87) -15%
Bay City Electric
Works $727,145,27 ($22,384.73) -3%
CD&P submitted the lowest responsible and responsive bid in the amount of $635,351.13, which is $114,168.87 (-15%) under the Engineer’s Estimate (EE). Staff evaluated the bid for responsiveness and responsibleness based on vendor selection criteria identified in the bid package. CD&P has all the necessary certifications, qualifications, and experience to deliver the equipment in alignment with the project construction timeline in addition to their total bid price being responsive and in line with the EE. CD&P has performed similar work throughout the Bay Area, and their clientele includes the Saint Helena Wastewater Treatment Plant (WWTP), Chowchilla Treatment Plant, and Folsom WWTP. Furthermore, CD&P serves as one of our maintenance providers for our existing generators.
Staff is recommending the award of a vendor contract to CD&P for the purchase of the (7) generators and ATSs. It is estimated the lead time for the seven (7) new generators and ATS replacements is approximately 30 to 50 weeks.
CIP 455-705 Project Schedule: CIP 455-705 will be delivered in two phases. Currently, Phase I anticipates issuing a call for bids for the installation of the first 3 generators in April 2 8
9 2026 with construction scheduled to start in Summer 2026. Phase II construction is anticipated to begin by late Winter 2026 following the delivery of the remaining 7 generators.
