SUBJECT: SOLE SOURCE PURCHASE OF FOUR FLYGT PUMPS FROM
SHAPE, INC., IN THE AMOUNT OF $243,820.94 FOR THE
PURCHASE OF REPLACEMENT PUMPS AT LIFT STATION NO.
10 AND NO. 22
RECOMMENDATION
It is recommended that the EMID Board of Directors adopt the attached resolution authorizing the sole source purchase of four (4) Flygt pumps from Shape, Inc., in the amount of $243,820.94 from the FY 2025–26 Wastewater Equipment Replacement Fund (ERF) to replace two (2) pumps for Lift Station No. 10 and two (2) pumps for Lift Station No. 22.
EXECUTIVE SUMMARY
The pumps at Lift Stations No. 10 and No. 22 are nearing the end of their useful service lives. These two lift stations account for more than one-third of the District’s wastewater flow to the main Pump Station No. 59. Replacing the four pumps at this time will help ensure continued operational reliability and is expected to provide approximately 12 years of service life.
BACKGROUND/ANALYSIS
The Public Works Maintenance Division conducts scheduled pump replacements at the District’s 49 lift stations to minimize downtime and avoid emergency failures. Because delivery lead times for replacement pumps can be as long as 14 weeks, planning replacements before end-of-life is essential for system reliability.
The District exclusively utilizes Flygt pumps in its wastewater collection system. These pumps are more energy efficient than legacy models and are equipped with improved hard-iron impellers capable of moving greater volumes of water in less time. No equivalent substitute product exists for the District’s standardized system.
Flygt pumps are only available through Shape, Inc., the sole authorized distributor for Northern California, with offices in Pleasanton and Stockton. As a result, this purchase qualifies as a sole-source procurement.
