FOSTER CITY RECREATION CENTER REBUILD PROJECT
CONSTRUCTION MANAGEMENT MONTHLY REPORT (CIP 301-678)

GRIFFIN STRUCTURES

Report Period: October 1 – 31, 2025

General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture

Introduction

October 2025 marked steady advancement toward building enclosure and interior rough-in at the Foster City Recreation Center. Roofing and waterproofing work ramped up across multiple roof levels, exterior sheathing began at the west and north elevations, and site utilities continued around the service yard and Shell Boulevard frontage. The project entered a transitional phase, transitioning from structural work to weatherproofing and the installation of building utilities, with an emphasis on achieving a dry-in before the onset of winter weather.

Schedule and Critical Path Status

Schedule Update #11 (data date 9/30/25) was reviewed. The project remains within contractual duration with no approved time extensions. The critical path continues through exterior sheathing, roofing, and aluminum window system installation, leading to Building Dry-In. Following dry-in, the sequence moves through interior wall framing, rough MEP, and finishes. Roofing, flashing, and waterproofing activities are the current pacing items toward enclosure. Coordination between multiple envelope trades remains the primary focus to maintain schedule alignment. Overall sequencing remains well-coordinated, and no delays to Substantial Completion are forecasted.

Inspection & Quality Control

• Reinforcing Steel: Apex verified rebar placement for the 2nd floor deck and light pole pier foundations, confirming compliance with approved details and splice/clear cover requirements. • Field Welding: Multiple inspections confirmed conformance of canopy, fall protection, elevator rail, and beam/column welds; no defects observed.
• Fireproofing: Observations confirmed that application of fireproofing at the second-floor beams and columns was in progress, consistent with approved UL designs and submittal requirements. • Concrete: Reinforcement and placement for the second-floor deck and housekeeping pads at roof areas were inspected, with no deficiencies noted.

Construction Activities Completed - October 2025

• Continued installation of standing seam and TPO roofing systems. • Exterior sheathing and weather barrier installed along north and west elevations. • Waterproofing inspections completed for slab and wall transitions. • Aluminum window frames fabricated, and staging began for delivery in November. • Fire sprinklers and domestic water rough-ins progressed. • Offsite work, including sanitary sewer and fire water connections, is now complete. • Interior framing of partition walls continued throughout. • Service yard trenching completed for electrical switchgear, transformer, and generator conduits. • Preparations for main electrical equipment pad pours finalized. • Bocce court area grading and drainage coordination continued.

Construction Activities Planned - November 2025

• Continue roofing and waterproofing to achieve building dry-in. • Begin installation of aluminum window systems and storefront framing. • Advance MEP rough-in and overhead layout within community rooms and corridors. • Continue fire sprinkler piping and testing throughout. • Advance PG&E utility inspections, place transformer and generator concrete pads, and begin conduit backfill.
• Conduct envelope mockup verification and initiate fireproofing touch-ups.

Key Challenges

• Bocce Court Light Pole Conflict (RFI 237):

Coordination continues among the City, Group 4, and BHM regarding the light pole and storm drain conflict at the Bocce Courts. Saturated soil conditions may result from groundwater or a leaking

storm drain. BHM has proposed a limited exploration excavation under a conditional cost agreement to confirm the source. BKF and Romig will provide technical input prior to corrective work. • Roof Insulation Coordination (COR 52.1 and 54):

Roofing coordination revealed a slope discontinuity at the bent plate/gutter interface, requiring tapered insulation and additional flashing, as per RFI 250.1. An additional 2-inch insulation at the west high roof (RFI 266) addresses elevation continuity. Alternative full-roof insulation was evaluated and deemed cost-inefficient. Approved scope maintains roofing continuity and waterproofing integrity while supporting schedule adherence.

Contract Change Order Updates

The following Change Order Requests were approved by the City for incorporation into Contract Change Order #9 (pending formal execution). The combined total represents a credit of $18,043.99 to the contract:

• COR #32.2 – 4" Wall for Electrical Panels (RFI 158): Added wall furring and framing to accommodate conduit clearances behind panels LB, LC, and ELB. (+$1,124) • COR #43 – Casework Revisions (Bulletin 5): Adjusted casework dimensions per revised architectural bulletin. (+$4,896)
• COR #51.1 – Vapor Barrier Credit / Flute Closures (RFI 238): Credit for omitted vapor barrier offset by added flute closures at exterior walls. (-$7,124)
• COR #53 – Engineering for Operable Partition Walls (RFI 252): Added engineering for full-height wall anchorage. (+$3,060)
• COR #55 – Steel Deck Material Credit: Deductive credit for cost differential between specified and substituted deck. (-$20,000)

The following changes represent items that the City is currently tracking on Time and Material and anticipates a cost impact:

• CORs 52.1 and 54 were submitted by the Contractor for additional roof insulation where a coordination issue was identified between the structural element and the specified roof insulation thickness. While the City reviews the submitted cost, to not impact the project schedule, the Contractor has been directed to proceed with the purchase of materials and insulation work, while Griffin Structures will review the submitted time tags for labor. The anticipated cost is not to exceed the amount of $86,559.

• RFI 237.1 details potential cost impact for repair of storm drain pipe near bocce courts and boardwalk. The City will track through T&M the Contractor’s exploratory work necessary to identify the source of the excess water near the storm drain at the bocce courts. As part of this exploratory work, the Contractor shall temporarily plug and pump out the storm drain section as needed to facilitate inspection and determine whether a leak is present. If a leak is identified, the City shall be notified to review the condition of the pipe prior to proceeding with any corrective measures.

Financial and Project Risk Status

The overall project risk profile remains moderate and stable as the work transitions from structural completion to enclosure and interior systems. The project team continues to manage coordination between roofing, waterproofing, glazing, and mechanical systems as the most schedule-sensitive activities. No critical path delays have been identified, and the project remains within its original contract duration.

Financially, contingency utilization remains minimal with approximately 84% of funds still available, reflecting effective cost control and timely design coordination. Change order activity has remained within normal limits for this phase of construction. The project should anticipate further change orders related to design changes, deferred design packages, and owner revisions if requested. Current estimates indicate sufficient contingency to absorb foreseeable adjustments.

Mitigation measures include weekly coordination meetings, early review of delegated designs, and continued emphasis on maintaining the enclosure schedule to protect winter progress. Griffin Structures continues to track risk categories across design, procurement, schedule, and closeout, with no emerging issues expected to impact completion or budget projections.

Summary

The Foster City Recreation Center project advanced significantly during October 2025, with roofing, waterproofing, and sheathing activities positioning the project toward dry-in by year-end.

Interior framing and rough-in scopes are progressing steadily, supported by consistent inspection approvals. Coordination efforts remain focused on resolving site utility conflicts and completing deferred roofing details without impacting the overall schedule. Contingency remains strong, and the project continues to trend on schedule and within budget.
