FOSTER CITY RECREATION CENTER REBUILD PROJECT
CONSTRUCTION MANAGEMENT MONTHLY REPORT (CIP 301-678)
GRIFFIN STRUCTURES
Report Period: November 1 – 30, 2025
General Contractor: BHM Construction LLC
Construction Manager: Griffin Structures
Architect of Record: Group 4 Architecture
Introduction
November marked a significant push toward enclosure at the Foster City Recreation Center as roofing, waterproofing, and sheathing activities continued across the building exterior. Interior wall framing, overhead rough-ins, and firestopping advanced concurrently in core areas. Site utilities—including PG&E vault work, telecom pathways, and generator pad preparations also progressed, supporting the overall schedule objective of achieving dry-in ahead of winter conditions.

Contract Final Completion 07/05/26
Approved Extension Days 0
Anticipated Completion Date 07/05/26
Schedule and Critical Path Status
Schedule Update #12 is the most current schedule update and has been reviewed for incorporation into this report. The critical path continues to run through exterior enclosure activities, specifically

waterproofing, flashing, gutter installation, and aluminum window system installation. These enclosure tasks remain the primary drivers toward achieving full dry-in. Update #12 reflects refined sequencing that places increased emphasis on coordination between exterior building components.
Interior work, including top-down framing, mechanical, electrical, and plumbing overhead, and firestopping, continues to advance but is not currently driving the critical path. As roof areas transition to fully waterproofed, interior activities are expected to increase in speed and efficiency.
No critical delays are reported in Schedule Update #12, and the project remains aligned with the contractual substantial completion date. The schedule continues to reflect stable progress with key focus areas centered on maintaining enclosure momentum and sequencing trades efficiently during winter weather.
Inspection & Quality Control
Quality control activities in November focused on confirming proper installation of structural, envelope, and interior systems as the project advanced toward enclosure. Apex performed routine pull tests, torque tests, and material sampling, all of which were accepted without exception. Field inspections verified compliance with project specifications, approved submittals, and manufacturer installation standards.
Concrete, anchor, and masonry inspections showed consistent workmanship and conformance with required testing thresholds. Waterproofing details and envelope-related work continued to receive close oversight, given their importance to dry-in sequencing. No non-conformance reports were issued during November, and inspection trends indicate stable quality performance across trades.
Construction Activities Completed This Month
Building Envelope & Roofing:
• WRB prep, flashing, and spray applications advanced along north and west elevations. • Gutter installation at east barrel roof; west barrel prepared with added insulation. • Standing seam roofing stocked and staged for installation. • Low roof thermoplastic polyolefin (TPO) roofing installation queued for the next clear weather window.
• Window and flashing mockups reviewed for November installation start.
Interior Framing & Systems:
• Level 1 & Level 2 top-down sequence progressed: firestopping, head-of-wall insulation, and single- side gypsum board.
• Line set, ductwork, electrical rough-in, and domestic water extensions advanced in admin and multipurpose areas.
• Fire sprinkler rough-in nearing completion on both levels. • Soffit framing coordination underway for early December start.
Utilities & Site Work:
• PG&E primary conduits inspected and passed; trench backfill and vault work progressing. • Generator and switchgear pad framing advanced; rebar and form prep completed. • Irrigation trenching initiated; telecom vault installation and mandrel testing scheduled. • Light pole and bollard staking and coordination completed.

Construction Activities Planned Next Month
• Continue WRB, flashing, and window preparation toward dry-in. • Begin installation of aluminum window systems.
• Install standing seam roofing as weather permits.
• Advance Level 1 and Level 2 mechanical, electrical, and plumbing overhead and wall rough-ins. • Begin soffit and hard-lid framing.
• Place generator and switchgear pads; continue backfill and conduit terminations. • Electrician to verify PG&E conduits via mandrel testing and perform transformer pad installation.
Key Challenges
Roof Insulation & Gutter Transition Coordination (COR 52.1 & 54):
• Roof insulation detailing continues to require careful sequencing as bent plate elevations and gutter transitions demand tapered insulation, z-girts, and waterproofing enhancements. Approved design solutions maintain drainage continuity and system performance. Work remains weather-dependent but is sequencing well toward dry-in.
Bocce Court Storm Drain & Light Pole Conflict (RFI 237):
• Saturated soil conditions continue at the Bocce Court light pole locations, with uncertainty between natural groundwater and a potential storm drain leak. Pending dry-weather exploratory work by BHM will proceed under conditional payment: if no leak is found, no cost to City. BKF and Romig engaged to provide technical opinion prior to corrective action.

Contract Change Order Updates
The following Change Order Requests were approved by the City in November for incorporation into future Contract Change Order #10. The combined total is $14,461.00.
• COR #9 – Unforeseen Concrete Encasement Demolition/Disposal for $9,665.00. o This addressed unforeseen concrete encasement discovered around abandoned electrical conduits during early demolition. Time and Material (T&M) backup was verified, aligned with RFI 045, and consistent with field observations.
• COR #61 – Automatic Paper Towel Dispenser Curb Notching for $4,796.00.

o Required notching of the 4-inch curb at seven recessed paper towel units due to rough opening conflicts confirmed through submittal coordination and RFI 286. Labor hours were reviewed and deemed reasonable with no added materials, disposal, or equipment charges.
The following changes represent items that the City is currently tracking on Time and Material from the previous month:
• CORs 52.1 and 54 were submitted by the Contractor for additional roof insulation where a coordination issue was identified between the structural element and the specified roof insulation thickness. While the City reviews the submitted cost, to not impact the project schedule, the Contractor has been directed to proceed with the purchase of materials and insulation work, while Griffin Structures will review the submitted time tags for labor. The anticipated cost is not to exceed the amount of $86,559.
• RFI 237.1 details potential cost impact for repair of storm drain pipe near bocce courts and boardwalk. The City will track through T&M the Contractor’s exploratory work necessary to identify the source of the excess water near the storm drain at the bocce courts. As part of this exploratory work, the Contractor shall temporarily plug and pump out the storm drain section as needed to facilitate inspection and determine whether a leak is present. If a leak is identified, the City shall be notified to review the condition of the pipe before proceeding with any corrective measures.
Financial and Project Risk Status
Overall project risk remains moderate and stable. Primary focus areas include roofing/weatherproofing sequencing, winter weather exposure, window flashing coordination, the Bocce Court storm drain conflict, and outstanding deferred submittals. None pose an immediate threat to cost or schedule.
Financially, contingency remains strong at 85.4%, with recent change order activity representing routine mid-phase adjustments. Upcoming exposure areas include:
• roofing transitions and weather impacts,
• envelope integration details,
• building mechanical, electrical, and plumbing coordination • shade structure and playground delegated designs.
Mitigation measures include weekly envelope coordination meetings, real-time RFI response tracking, and continuous review of delegated design submittals.
Summary
The project made significant progress in November 2025, with envelope work, roofing preparation, and interior rough-in all advancing in alignment with schedule objectives. Inspection results were positive, and no non-conformances were issued. The project maintained a strong contingency position. Coordination efforts remain focused on achieving full dry-in and advancing interior systems before potential winter conditions. The project continues to trend on schedule and within budget.
