Citizens Sustainability Advisory Committee (CSAC)
2026 Mission Statement and Goals
Mission Statement: To serve in an advisory capacity at the pleasure of the City Council. The Citizens Sustainability Advisory Committee advises the City Council on sustainability issues facing Foster City regarding Environmental, Economic, or Social sustainability and researches, reviews, and provides comments on proposed programs and initiatives.
1. Support City Staff in promoting and implementing the City’s Updated Climate Action Plan (CAP).
Work with City staff to develop and administer pilot programs to test the “Community-Based Social Marketing” concept to help achieve behavioral changes to implement Year One CAP Initiatives. Continue to seek creative, non-traditional approaches to market sustainability to the Community.
Seek opportunities to align the Community with the goals of the City’s Climate Action Plan by continuing to support staff in accomplishing activities in the CAP Implementation Plan.
Continue to increase community members' knowledge of sustainability topics.
Scale the marketing program beyond the pilot stages.
2. Continue to seek out and promote sustainability best practices to the Foster City Community.
Organize and participate in community events like Earth Day and Clean Air Day.
Promote sustainability initiatives to the business community. Seek collaborations with the Youth Advisory Committee and Parks and Recreation Committee members.
Deepen existing partnership with local Community and businesses to post and advocate for current electrification programs. Host regular trash pick-ups and other community events so that CSAC engagement can go beyond the existing couple of events (e.g., Earth Day, Clean Air Day, Summer Days).
Continue to seek partnerships with local sustainability organizations. Continue developing blog posts to share sustainability best practices. Continue community outreach and engagement to identify local sustainability champions and advocates.
Continue Committee and personal sustainability goals.
Encourage the use of Ridwell, which collects and upcycles plastic and styrofoam packaging that would otherwise end up in landfills. Create and implement a "Foster City Eco Apartment Guide." Create an initiative to help encourage the restoration of native habitats through the conversion of residential grass lawns to drought-tolerant and native plant lawns.
Draft a letter of recommendation from CSAC to the City Council in support of Assembly Bill 1243

Advance efforts that strengthen the city’s ability to withstand, adapt to, and recover from both acute shocks and long-term stresses, ensuring that essential functions are maintained and the Community continues to thrive.
