A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY AUTHORIZING AN AGREEMENT IN THE AMOUNT OF $61,832 WITH INTERACTIVE
RESOURCES, INC FOR PROFESSIONAL ARCHITECTURE AND ENGINEERING SERVICES FOR PHASE 1 OF THE RENOVATE ELEVATORS IN CITY BUILDINGS PROJECT (CIP 301-708) AND FINDING THE PROJECT EXEMPT FROM CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER SECTION 15301(B) – EXISTING
FACILITIES
CITY OF FOSTER CITY
WHEREAS, the four (4) elevators in City-owned buildings located at City Hall, the Fire Department, the Corporation Yard, and the Library Community Center Annex are at the end of their useful lives and are experiencing an increasing number of failures; and WHEREAS, renovating and modernizing these elevators will allow the City to provide up-to-date and reliable vertical transportation for members of staff and the public while meeting current ADA accessibility requirements; and WHEREAS, a Request for Proposals (RFP) was prepared, advertised, and issued to qualified consultants on November 17, 2025; and
WHEREAS, as a result of a Qualification Based Selection process, Interactive Resources (IR) was selected by reason of their in-depth project understanding, experience and specialized skills to provide the services desired by the City; and WHEREAS, Phase 1 services include an assessment of existing conditions, and preliminary engineering; and
WHEREAS, subject to satisfactory completion of Phase 1, the City may elect to engage IR for Phase 2 services consisting of preparation of construction plans and specifications and construction support services or seek new proposals from other architecture and engineering firms; and
WHEREAS, funding is available in the approved project budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize:
1. The Mayor to execute a Task Order with Interactive Resources, Inc in the amount of $61,832 to provide professional engineering services for Phase 1 of the Renovate Elevators in City Buildings Project (CIP 301-678); 4 2

2. The establishment of a project contingency in the amount of $9,000 with authorization given to the City Manager to execute contract amendments up to the contingency amount; and
3. Finding the project exempt from CEQA under Section 15301(B) – Existing Facilities.
PASSED AND ADOPTED as a resolution of the City Council of the City of Foster City at the regular meeting held on the 17th day of February 2026, by the following vote:
