RE: Proposal for Engineering Design Services
Shell Boulevard Force Main Replacement Project (CIP 710) Foster City, California

Dear Mr. Lai,

Freyer & Laureta, Inc. (F&L) is please to submit this proposal to the City of Foster City/Esteror Municipal Improvement District (City/EMID) to provide engineering design services for the Shell Boulevard Force Main Replacement Project (CIP 710). The Project includes installation of a new force main parallel to the existing force main using trenchless methodologies. F&L has included Bennett Trenchless Engineers (BTE) and ENGEO as specialty subconsultants to deliver the Project for the City/EMID, herein referred to as the “F&L team.”

Scope of Services
F&L will provide the following tasks:

Task 1: Project Management & Coordination
F&L will provide project management, coordination, and communication throughout the duration of the study and design phases. This includes:
• Conduct a project kickoff meeting with EMID staff to confirm goals, review prior findings, and refine project objectives.
• Prepare for and facilitate monthly project meetings, including preparing both the agenda and minutes; • Prepare a detailed project schedule, deliverable list, and communication plan. • Perform QA/QC of all deliverables.
• Providing monthly progress updates, schedule tracking, and QA/QC oversight.

F&L will also provide as-needed email and phone updates to EMID’s project manager as the project progresses. We recognize the importance of providing updates when necessary, not just during the regularly scheduled monthly progress meetings, to ensure that EMID is fully informed about progress and any open action items.

Deliverables:
• Monthly progress reports (scope, schedule, budget status) • Updated project schedule (MS Project or equivalent)
• Kickoff meeting agenda and minutes (PDF format)

FREYER & LAURETA, INC. Civil Engineers · Surveyors · Construction Managers 2 • Monthly progress meeting agenda and minutes (PDF format) • Monthly invoices including monthly progress reports (PDF format) • QA/QC documentation for all submittals.

Assumptions:
• Kickoff meeting will be in person at EMID’s office and include a Project site visit. • Monthly progress meetings will be held virtually.

Task 2: Preliminary Design/Basis of Design Report
The F&L team will develop the preliminary design for the proposed replacement of the sanitary sewer force main. Our preliminary design effort includes:

• Perform site evaluation, including:
o Photo documentation of existing conditions;
o Topographic survey of the project limits;
o Engage third-party utility owners to request utility as-builts; and o Prepare field reports documenting observed conditions. • Implement geotechnical investigation that includes two borings near the existing shoreline advanced to a maximum depth of 125 feet below ground surface. Samples will be collected and analyzed for moisture content, dry unit weight, Plasticity Index, Liquid Limit, gradation, and strength tests such as undrained shear strength and unconfined compressive strength tests. All borings will be backfilled in accordance with San Mateo County requirements, and soil cuttings will be placed in 55-gallon drums for off-haul by the drilling contractor.
• Develop HDD alignment, including initial calculations to develop the proposed horizontal and vertical alignment for the trenchless crossing.
• Develop draft Preliminary Design Technical Memorandum, including 30% design, to present:
o Geotechnical report;
o Recommended trenchless alignment;
o Recommended open trench alignment, including initial tie-in details; o Proposed existing cast iron pipeline abandonment details with improvements to allow use as an emergency bypass;
o Construction phasing and staging; and
o Opinions of probable construction cost.

F&L will consultant with WRA, a specialty environmental consulting firm, to review the proposed 30% design. The purpose of the review is to identify any potential project components that may cause EMID to consider pursuing permit from the Corps. Although we do not anticipate a permit given the depth of the HDD bore, F&L will advise EMID on our team’s initial evaluation for EMID’s consideration.

FREYER & LAURETA, INC. Civil Engineers · Surveyors · Construction Managers 3 F&L will prepare for and facilitate a meeting with EMID to review and discuss the draft memorandum. F&L will prepare minutes to capture the discussion, but we anticipate EMID will provide formal comments in writing. F&L will prepare the final memorandum, which will include a written response to all comments.

Deliverables:
• Basis of Design Report including 30% Design
• Preliminary Opinion of Probable Construction Estimate • Workshop meeting agenda and minutes

Assumptions:
• All submittals will be electronic only in both PDF and MS Word formats • All meetings will be virtual
• All reviewers will provide comments in writing
• All soil samples will be non-hazardous, and no special handling or off-site disposal will be required. • Permits from environmental resource agencies will not be required.

Task 3: Final Design & Bid Documents
Building upon the approved Basis of Design, the F&L team will advance the project through successive design stages at 60%, 90%, and 100% completion. Each submittal will incorporate EMID review comments and updates to technical specifications, quantities, and OPC. Upon acceptance of the 100% design, F&L will prepare a Final Bid Package suitable for public bidding, including signed and sealed plans, specifications, and engineer’s estimate (PS&E).

F&L proposes to prepare for and facilitate design review meetings with EMID following both the 60% Design Submittal and 90% Design Submittal. The purpose of the design review meeting is to enable the F&L team to perform a page turn with EMID staff, discuss initial comments and questions, and allow F&L to provide initial responses. F&L will prepare agendas and minutes for the design review meetings.

F&L will also be available to attend up to two City Council meetings. F&L will attend either in person or virtually depending on EMID staff’s preference.

Deliverables:
• 60% Design Submittal
• 90% Design Submittal
• 100% Design Submittal (Bid-Ready)
• Final Bid Package including one printed copy
• Two workshop agendas and minutes

Assumptions:
• All meetings will be virtual.
• All reviewers will provide comments in writing.
• Proposed improvements will be determined to be Categorically Exempt for CEQA compliance.

FREYER & LAURETA, INC. Civil Engineers · Surveyors · Construction Managers 4 Task 4: Bid Construction Support
F&L will provide bid support services, including:
• Prepare for and attend one prebid meeting at the project site; • Review and respond to bidder questions;
• Prepare one draft bid addendum for EMID review;
• Prepare response to comments; and
• Prepare final bid addendum.

Deliverables:
• Draft bid addendum (PDF only)
• Final bid addendum (PDF only)

Assumptions:
• EMID will be responsible for receiving bidder questions and providing the questions to F&L. • EMID will be responsible for distributing bid addendum. • EMID will be responsible for reviewing bids and determining the lowest, responsive bidder.

Task 5: Construction Support Services

• Attend up to five construction meetings in person as requested by EMID; • Review up to 30 submittals;
• Respond to up to 15 Requests for Information;
• Review and provide written comments on up to five contractor requests for changes; • Participate in final inspection and assist EMID to develop punch list; and • Prepare Record Drawings based on contractor-provided redlines.

Deliverables:
• Up to 30 submittal review letters (PDF only)
• Up to 15 RFI responses (PDF only)
• Written comments on up to five contractor requests for changes (PDF only) • Review and edit construction manager prepared punch list (PDF only) • Record Drawings including required stamp

Assumptions:
• Construction administration, management, and inspection will be provided by others. • No more than five site visits will be provided during construction.

FREYER & LAURETA, INC. Civil Engineers · Surveyors · Construction Managers 5 • Construction staking is not included.

Schedule
F&L will provide the Scope of Work presented above on a mutually agreeable schedule. The initial baseline schedule will be developed and submitted to EMID prior to the project kickoff meeting.

Compensation
F&L will provide the Scope of Work presented above on time-and-materials basis in accordance with Charge Rate Schedule dated January 1, 2025 for a not-to-exceed fee of $374,100. Table 1 attached presents the F&L team’s estimated level of effort by task.
