TO ACCOUNT NO. 128-0838-419-42-51 FOR THE
DEVELOPMENT OF THE BICYCLE AND PEDESTRIAN MASTER
PLAN
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing the appropriation of funding in the amount of $121,000 from the General Plan Maintenance Fund (Fund 128) to Account No. 128-0838-419-42-51 for the development of the Bicycle and Pedestrian Master Plan (BPMP).
EXECUTIVE SUMMARY
As part of the end of fiscal year accounting, carryover requests are completed to transfer unused funds from one fiscal year to the next. An appropriation increase to Account No. 128-0838-419-42-51 is requested to incorporate carryover funding from the previous fiscal year that was not included with the other carryover requests during a regular Council meeting held on August 27, 2025. Funding remains available in Fund 128 and requires appropriation to Account No. 128-0838-419-42-51 to ensure continuity of BPMP development.
BACKGROUND/ANALYSIS
Funding in the amount of $160,000 was appropriated into Fund 128 (for Services and Supplies) in FY 2024-2025 for the development of the City’s BPMP. The project kicked off in Spring 2025 and by the end of FY 2024-2025 approximately $40,000 of expenses were incurred. It is expected that the project will continue to incur expenses to the end of FY 2025-2026, however an appropriation increase is necessary to incorporate carryover funding that was not submitted during the August 27, 2025 regular Council meeting.
Additionally, in May 2024 the City secured grant funding in the amount of $80,000 from the City/County Association of Governments (C/CAG) under the TDA Article 3 Pedestrian and Bicycle Program FY 2023/2024 for the development of the BPMP. The grant funding, distributed via reimbursement of project expenses following completion of the project, will offset approximately half of the City’s planned expenses for the project.
CEQA
The approval of the appropriation of funding for the development of the BPMP is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal.
Code Regs. §§ 15000 et. seq.), including without limitation, Public Resources Code section 21065 and California Code of Regulations 15378 as this is an administrative action and not a “project” that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.
FISCAL IMPACT
Staff is requesting appropriation in the amount of $121,000 from the General Plan Maintenance Fund to Account No. 128-0838-419-42-51 to account for the carryover shortfall from the previous fiscal year. Currently, approximately $3.2M dollars is available in Fund 128 fund balance.
The $80,000 of TDA Article 3 grant funds will be disbursed to the City upon approval of reimbursement request to Metropolitan Transportation Commission (MTC) and submission of the fiscal audit following the completion of the project. The reimbursed funds received will be deposited to the General Plan Maintenance Fund.
