It is recommended that the City Council adopt the attached resolution authorizing:

EXECUTIVE SUMMARY
CIP 301-726 focuses on street rehabilitation efforts on Foster City Blvd. from E. Hillsdale Blvd. to Marlin Ave, and a portion of Altair Ave. near E. Hillsdale Blvd. The segment of Foster City Blvd. from Marlin Ave. to Beach Park Blvd. is included in the scope of work as Bid Alternate 1.
Construction is anticipated to start in June 2026 and is estimated to take three (3) months to complete.
Thirteen (13) bids were received and opened on Wednesday, February 18, 2026. QA Constructors, Inc. submitted the apparent low responsive base bid in the amount of $1,031,894.90. Due to the favorable unit bid prices, it is also recommended that the City exercise the option to award Bid Alternate 1 in the amount of $253,218.50, which will result in a total construction contract of $1,285,113.40.
CSG will provide construction management and inspection services throughout the duration of construction via Task Order CSG-2026-01. CSG is an on-call consultant and has extensive experience with street rehabilitation projects and has successfully provided similar services on the City’s Street Rehabilitation projects in the past (CIP 301-722, CIP 301-716, and CIP 301- 703).
BACKGROUND
At the January 20, 2026, meeting, the City Council adopted City Resolution No. 2026-003 approving the plans and specifications for CIP 301-726 and authorizing the call for bids.
Thirteen (13) bids were received and opened on February 18, 2026. The low bid is determined only by the base bid and does not consider Bid Alternate 1. QA Constructors, Inc. submitted the low bid, which includes a $1,031,894.90 base bid and a $253,218.50 Bid Alternate 1.
The scope of work for CIP 301-726 consists of street rehabilitation in the form of asphalt milling, asphalt overlays, and base repairs along Foster City Blvd. and a portion of Altair Ave. The base bid includes the section of Foster City Blvd. from E. Hillsdale Blvd. to Marlin Ave. and a portion of Altair Ave. adjacent to East Hillsdale Blvd. Bid Alternate 1 includes the section of Foster City Blvd. from Marlin Ave. to Beach Park Blvd.
All locations identified above include striping and signage improvements, utility adjustments if necessary, and the retrofitting of existing non-compliant curb ramps in conformance with ADA and the City’s Transition Plan. The project area was evaluated for red curb additions to support Assembly Bill 413 (AB 413), which prohibits parking within 20 feet of the vehicle approach side of crosswalks, but the appropriate parking restrictions are already in place in the project area, and therefore new red curb for AB 413 is not necessary.

After evaluating the bid documents, staff has determined that QA’s bid is responsive and has met all requirements.
Due to the bid for the overall project coming below the Engineer’s Estimate, and the low unit prices for 2.5” grind and overlay operations and striping services, staff recommend awarding Bid Alternate 1. The award for Bid Alternate 1 will also provide continuity in appearance and uniform aging on Foster City Blvd. south of E. Hillsdale Blvd. There are sufficient funds in the current project budget to award Bid Alternate 1.
After awarding the construction contract and before the start of construction, the contractor shall provide all the necessary paperwork and meet with the City for a preconstruction meeting.
Construction is anticipated to start in June 2026 and to be completed by September 2026. The contractor will have 85 calendar days to substantially complete the project from the date specified in the Notice to Proceed. The contractor will coordinate with the City and affected services such as SamTrans, Recology, and the US Postal Service.
Project management will be conducted through City staff and construction management/ inspection services will be provided by CSG through Task Order CSG-2026-01. CSG is very familiar with this type of construction and has successfully worked with the City on multiple projects in the past, including the Street Rehabilitation projects in FY 2023, FY 2024, and FY 2025.
