Q4 2025
The AMC 3 Water/Ferric design was completed in September 2025. Additional scope to include the conversion of the spent back wash pumps to storm water discharge pumps and modifications to the ferric system was added to the scope. Project was advertisement on October 2, 2025, with bid opening scheduled for October 30, 2025.Project was awarded to C. Overaa, Inc. on December 1, 2025. Procurement phase is scheduled to start in January 2026 with onsite construction scheduled to start April 2026.
The AMC Digester 2 Mixer Repair Project – the mixer was removed and sent out for evaluation on January 9, 2024. Contractor began repair work in late November 2025 and repairs to the mixer were completed in May 2025.
While the mixer was being repaired offsite, the Digester was cleaned and repairs to the interior of the digester including recoating the interior of the digester and draft tube as well as repairing the draft tube bracing took place.
Completion of the interior improvements and reinstallation of the mixer occurred in September 2025. Project was completed in October 2025.
The overall construction costs for the Digester 2 Repair project combined with the favorable bid received on the 3 water/Ferric project, and lower costs for the Solids Instruments and Control Project lowered the overall EAC for the AMC projects by $3.6 million (from $23.6 million to $20.0 million).
IAP3 construction continues with the Effluent Pump Station expansion and on the new Site Waste Pump Station.
The contractor has replaced piping on the digesters, installed new air conditioning units in the Solids Handling Building and installed structural, and electrical upgrades to the effluent pump station building. Construction started in January 2024. Due to procurement delays in obtaining the Variable Frequency Drives (VFDs) and unforeseen utility conflicts with new duct banks, the anticipated construction completion date is July 2026. In addition, the existing conduits which were originally shown to be reused have deteriorated to a point where reuse is no longer a valid option and new duct banks are required. There has been substantial settlement of the existing sewer system including pipes and manholes requiring additional work. These changes have contributed to the EAC now being $21.8 million (an increase of $2.4 million from $19.4 million reported last quarter) WWTP Projects
46T003 – Wastewater Treatment Plant Upgrade and Expansion Project The Estimated Cost to Complete is $602.0M (an increase of $4.5 million from $597.5 million reported last quarter. This is primarily due to an increase in requests from Sundt for time impacts due to delays and for additional costs for Project Management and Construction Management due to the project taking longer to construct than was originally intended and additional consultants to assist in resolving the Time impact analysis requests.
Plant seeding began on December 15 and was completed December 23, 2026 The first force main tie in (Dale Avenue Pump Station Force main #1 was completed on December 5, 2025.
Tie in of the site waste force main and the Site waste Force main was completed in early January 2026. Tie in of the remining four force mains are scheduled throughout February 2026. Bio-Actiflo was successfully tested and completed on December 18, 2025 The Biological Nutrient Removal/ Membrane Filtration process successfully produced membrane permeate on December 19, 2025.
GMP-1. Project was finalized and accepted April 23, 2025 GMP-2: Project was finalized and accepted March 6, 2024. GMP-3: Major ongoing work includes finalizing the SCADA programing of the liquid processes, eliminating the nuisance alarms, fine tuning the liquid processes and completing the remaining force main tie-ins. Construction of the Administration Building is substantially complete and temporary occupancy occurred in June 2025. Construction of the new warehouse is substantially completed and was occupied by City staff in October 2024. Mechanical and electrical equipment, including the primary screens, grit chambers, fine screens, and grit washers have been installed in Headworks Area
51. The Primary Clarifiers (Area 52) are completed. The contractor installed the aeration systems in Bio Acti Flo (Area 53) and Biological Nutrient Removal (Area 55). The contractor installed Membrane

Bioreactor Filters in Area 56. Clean Water testing of the new processes began in late November 2025 and was completed in December 2025. Seeding of the plant, and testing of the Bio-Actiflo, BNR /MBR process was completed in December 2025.
The contracted completion date for GMP3 has been changed to May 22, 2025, due to the addition of work associated with the back-up fueling system for the plant. However, delays in programming the SCADA, the need for new processors and Probus cards, and the need to provide uninterrupted power supply to the VFDs have added additional delays to the project The project end date is now projected to be June 2026. The Contractor and the City are working together to minimize the potential delays and reduce this potential completion date extension.
46T009 – IAP 2- The project is complete. The city reached a settlement agreement with the Contractor.
Project completion date is October 16, 2025. The city has decided the addition of polymer rings to the system will be a standalone project. The polymer ring system design was awarded to Kennedy and Jenks on January 12, 2026. The final EAC for this project is $14.8Million. 46T010 – IAP 3 Project is estimated at $21.8 million. This has increased by approximately $2.4 million primarily due to the existing conduits which were intended to be reused having deteriorated to a point where reuse ids no longer valid and new duct banks are required, In addition there was substantial settlement to the sewer system manholes and pipes which was discovered once the pipes were exposed requiring additional work beyond the original scope. On site construction started in January 2024.Contractor is currently working on the Effluent Pump Station piping and Site Waste Pump Station.
Replacing Digester piping, replacing the HVAC units in the Solids Handling Building; repairing the effluent pump station building; and replacing the Effluent Pump Station valves has been completed. The contractor is working on replacing the Effluent Pump Station roofing, and electrical upgrades to the effluent pump station. The contractor is also working on completing the site waste collection system and pump station. The estimated completion date is July 2026.
46T090 – Annual Major Component WWTP
AMC Projects are estimated at $20.0 M. This EAC decreased by $3.6 million for this quarter.
• The decrease was due to the cost associated with repairing Digester 2 and the favorable bid we received for the 3 - water /Ferric Project as well as a reduction in cost for the Solids Instruments and Controls project. AMC Projects include:
• WWTP Biosolids and Biogas Plan Contract was awarded to Brown and Caldwell in November 2024. Scheduled to be completed in June 2026. The first phase of this project was to evaluate the condition of Digester 2. The results of the evaluation required repairs to digester 2 that were more significant than originally envisioned. The repairs have been made, and the Digester is ready to be placed back into service, however we are waiting for the new liquid processes to be completed. The Digester is scheduled to be placed into service in March 2026. • Digester 1 Improvements- scope will be defined by the outcome of the Biosolids report above.
Digester 1 will not be evaluated until Digester 2 is back online. • Centrifuge and Centrifuge Feed Pump Replacement- Request for proposals were received in April 2025. On June 16, 2025, the City awarded the contract to Carollo Engineering to prepare the design for this project. The project design is scheduled to be completed in December 2026. • Solids Handling Systems I&C Improvements- the extent of needed improvements is significantly less than as originally envisioned as some of the improvements needed have been accomplished as part of the other AMC project, or IAP projects. Current plan is to have the programming updates done by a consultant once the WWTP Upgrade and Expansion project is completed.

• Digester Transfer Pump Project was awarded to the contractor in November 2024. Transfer pumps on site and VFDs arrived in late March 2025. Due to programing issues, the new pumps and VFDs for Digester 2 were programed in July 2025. Due to delays in the availability of the SCADA programmer, the programing for the Digester 1 pumps and VFDs will occur in February 2026. The estimated construction completion date is February 2026. • 3 Water Pumping Improvements – additional scope to include the conversion of the spent back wash pumps to stormwater discharge pumps and additional work regarding the ferric chloride system has pushed the project design completion date out until September 2025. The project was advertised for bid on October 2, 2025. Bids were open on October 30, 2025. The contract was awarded to C. Overaa, inc. on December 1, 2025, with approximately one year to complete the construction.
• Digester 2 Mixer Repair/Replacement - Mixer removed was evaluated to determine what repairs are required. Mixer repair contract was awarded in September 2024 to SPX. Mixer took approximately 6 months to repair (completed May 2025). While the digester was offline, the digester was cleaned and interior improvements to recoat the interior of the digester and draft tube and repair the draft tube bracing was performed. Mixer was reinstalled in mid-August 2025, and Digester 2 is ready to be placed back into service. However, the city is waiting for the new liquid processes to be completed prior to bringing the Digester back online. The Digester is scheduled to be placed back in service in March 2026.

Construction
GMP1
Project is closed out and accepted on. April 23, 2025.
GMP-2
Project is closed out and accepted in March 2024
GMP-3
The contracted completion date for GMP3 has been adjusted to May 23, 2025, to account for additional time to incorporate additional scope added for the back-up fuel system.
However, the City was informed by the contractor that the procurement of the electrical panels required for programming the SCADA have been impacted by the supply change issues because of the Covid pandemic, leak testing of the basins took longer than originally planned, the chemical piping system needs to be replaced to account for thermo- expansion and contraction, and the air aeration piping in the BNR area failed its initial pressure test and required to be reworked. In addition, new processors and probus cards are required as well as an uninterrupted power supply for the VFDs. The changes have the project end date projected to be June 2026. The Contractor and the City are working together to minimize the potential delays and reduce this potential completion date extension. Commissioning meetings are being held to continue discussing start-up activities. Yard piping is complete except for final connection of the force mains to the Headworks. Three of the seven force mains have been connected to the new headworks with 4 remaining to be completed in February 2026.
Continued adjust and calibrate all the processes equipment and programming now that sewage has been introduced into the new process areas.
Continue to perform electrical blackout tests to determine the impacts of a power outage on the new equipment, backup generators and Uninterrupted Power Supply.

Risks and Opportunities
Rescoping the project pushed out the completion date of the project. Existing site conditions varied form what was anticipated in the design. The existing conduit system has deteriorated over the years and cannot be reused. This required new duct banks to be constructed. The existing manholes and pipes had settled causing the structures to be pile supported. These unforeseen differing site conditions are contributing to an increase in construction costs.
Financial Status
The current update shows an overrun ($19.29 M) of the original budget. The original budget was an estimate to be used as a place holder that was set prior to having any knowledge of the project scope of work . The overall program carried a large contingency to compensate for this unknown and a portion of those contingencies are being used to offset this overrun. Th e estimate has increased to account for changes required to address unforeseen underground utilities and deteriorated conduits, new duct banks and settled sewer pipes and manholes which have added new scope and work to the contract caused by unforeseen conditions...

AMC project
Update WWTP Biosolids and Energy Management Plan – Brown and Caldwell are working on the study.
Phase 1 of the study investigated the condition of the interior of Digester 2. And discovered that the repairs required for the digester were more extensive than was originally envisioned. The remainder of the Study to be completed in March 2026.
Digester 1 Improvements - waiting for biosolids report to be completed. Centrifuge and Centrifuge Feed Pump Replacement – Carollo Engineering selected to prepare plans and specifications for the project. Design to be completed in Fall of 2026. Solids Handling Systems I&C Improvements – the scope of work has been significantly reduced as a large percentage of this work has been accomplished with other AMC or IAP projects. The remainder programming work will be done as a contract with a consultant programmer. Digester Transfer Pump Project –. VFD’s arrived in late March 2025. Project completion was delayed due to unavailability of contractor subcontractor to program SCADA. Project completion is scheduled for February 2026.
3 Water Pumping Improvements – Project advertised for Bid on Oct 2, 2025. Bids opened on October 30, 2025. On December 1, 2025, C. Overaa Inc. was awarded the contract/ Notice to proceed for procurement was sent on January 20, 2026. On site construction is estimated to start in April 2026. Approximately one year to construct.
DAFT Corrosion Improvements – Study to evaluate alternatives to repairing DAFT was awarded to Carollo in November 2024. Study completed in August 2025.Study recommends replacing the DAFT with Rotary Drum Thickeners. Request for design proposal (RFP) was sent to Carollo in January 2026. The proposal is due February 16, 2026.

Digester Transfer Pump Project was awarded in November 2023. The contractor has procured the equipment.
Minor electrical work has started. VFDs arrived in March 2025. Programming issues are being resolved.
Construction is estimated to be completed in February 2026. Digest 2 Mixer Repair/Replacement – SPX was awarded the repair of the mixer in September 2024. The mixer took approximately 6 months to repair. Repairs were completed in May 2025. An initial investigation after cleaning Digester 2 showed the interior and draft tube need to be coated, and the draft tube bracing be repaired, prior to coating the lower portion of the digester needs to have some additional welding done to repair some minor thinning in small areas of the digester. Repairs were completed in late September 2025. The Digester is available to be brought back online in October. However, the Digester will be brought back online when the new liquid process is online approximately March 2026.
