A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
AUTHORIZING THE AWARD OF CONSTRUCTION CONTRACT TO QA
CONSTRUCTORS, INC. FOR THE CONSTRUCTION OF CIP 301-726 STREET REHABILITATION PROJECT (2025-2026) IN THE AMOUNT OF $1,285,113.40 WITH A CONTINGENCY IN THE AMOUNT OF $128,000; THE EXECUTION OF A TASK ORDER
WITH CSG CONSULTANTS FOR CONSTRUCTION MANAGEMENT, INSPECTION SERVICES, AND MATERIAL TESTING SERVICES IN THE AMOUNT OF $174,069 WITH A CONTINGENCY IN THE AMOUNT OF $17,500; AND FINDING THE
APPROVAL EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES 15301(C)—EXISTING FACILITIES
CITY OF FOSTER CITY
WHEREAS, at the meeting on January 20, 2026, the City Council adopted City Resolution No. 2026-003 approving the issuance of plans and specifications and authorizing the Call for Bids for CIP 301-726 Street Rehabilitation Project (2025-2026); and
WHEREAS, out of thirteen (13) bids received and opened on February 18, 2026, QA Constructors, Inc submitted the low responsible and responsive base bid in the amount of $1,031,894.90, and the Alternate 1 bid in the amount of $253,218.50; and WHEREAS, the determination of the lowest bid was based upon the base project bid; and
WHEREAS, based on the bid received and the cost compared to the Engineer’s Estimate, Staff recommend awarding the base scope plus Alternate 1; and WHEREAS, a project contingency in the amount of $128,000 will enable expedient resolution of changes to the plans resulting from any unforeseen conditions; and WHEREAS, funding in the amount of $2,228,263 was approved for the project budget for CIP301-726; and
WHEREAS, CSG Consultants will support the City during construction to provide construction management, inspection services, and material testing services.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize:
1. The Mayor to execute an agreement with QA Constructors, Inc. (QA) in the amount of $1,285,113.40 for the construction of CIP 301-726 Street Rehabilitation Project (2025-2026); and

2. The establishment of a construction contingency for QA in the amount of $128,000 with authorization given to the City Manager or his designee, to execute contract change orders up to the contingency amount; and
3. The Mayor to execute a Task Order with CSG Consultants (CSG) in the amount of $174,069 for Construction Management, Inspection Services, and Materials Testing Services for CIP 301-726; and
4. The establishment of a construction management contingency for CSG in the amount of $17,500 with authorization given to the City Manager or his designee, to execute contract change orders up to the contingency amount.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the Agreement dated March 16, 2026, with minor, non-substantive revisions that may be approved by the City Manager and the City Attorney, and to execute any other necessary documents to effectuate the terms of the Agreement.
