Schedule and Critical Path Status
The Contractor’s February 2026 Schedule Update #15 reflects a forecasted Final Completion date of July 16, 2026, which is 11 calendar days beyond the contractual Final Completion date of July 5, 2026. No contractual time extension has been granted. The Construction Management team is reviewing the update for sequencing logic, percent-complete validation, and evaluation of the contractor’s asserted impacts.
Update #15 identifies exterior sitework and east/south utility completion as the longest path within the contractor’s CPM model. However, Substantial Completion will ultimately require coordinated advancement across exterior site improvements, permanent power activation, elevator delivery and installation, approval of deferred components, and final system readiness.
While site improvements presently define the contractor’s modeled driving sequence, several milestone- sensitive activities not shown as critical in the current logic remain essential to achieving turnover. The Construction Management team is evaluating whether the schedule logic fully reflects project sequencing constraints and the extent to which asserted impacts represent excusable delay, contractor-driven performance, or recoverable float.
Inspection & Quality Control
Inspection activity during February remained active across structural, site, and MEP scopes as work progressed through exterior improvements and interior close-in. Building Department inspections included rough framing, dry wall sheathing/screws, foundation forms and steel, and rough mechanical, electrical, and plumbing inspections. Several inspections received partial approvals typical of phased construction, and no systemic deficiencies were identified.
Apex Testing Laboratories performed multiple special inspections during the month, including post- installed anchor torque testing at generator and switchgear pads, reinforcing steel inspection at the east flatwork flagpole foundation, and observation of approximately 36 cubic yards of concrete placement at the South Terrace slab-on-grade and flagpole foundation with cylinders cast for strength testing.
Inspection reports indicate that work observed met approved plans and specifications. Overall, quality control measures remain consistent with project requirements, and no material compliance concerns were identified during the reporting period.
Construction Activities Completed This Month
Construction during February advanced exterior site improvements and continued building envelope and interior close-in activities. Work progressed on terrace concrete placements, plaza flatwork, irrigation infrastructure, and site lighting installation within the east and south portions of the site. EIFS installation and exterior finish detailing continued, along with roofing refinements, flashing coordination, and installation of roof housekeeping pads.
Interior activities proceeded in areas ready for close-in, including framing completion, backing and storefront blocking installation, and specialty casework coordination. Mechanical, electrical, and plumbing rough-in continued in major program areas, including kiln electrical revisions and power to trap primers.

Construction Activities Planned Next Month
In March, construction efforts will focus on advancing critical exterior sitework activities and preparing major systems for final integration. Planned work includes continued terrace and plaza concrete placements, paver installation, completion of site lighting infrastructure, irrigation installation, and progression of landscaping activities as areas become available. Installation of the terrace windscreen system and select site accessories is also scheduled to begin as site sequencing allows. Several deferred submittals, including the glass canopy and select exterior cladding components, are currently under review and require timely approval to support continued exterior sequencing and inspection readiness.
Within the building, the project team anticipates elevator delivery and commencement of installation activities, continued coordination of permanent power activation pending PG&E scheduling, and finalization of switchgear testing. Interior efforts will concentrate on wall close-in, ceiling preparation, finish coordination, and continued MEP system integration in preparation for inspections and staged system testing. Maintaining momentum on exterior site completion and timely activation of permanent power will be essential to preserving the current completion forecast.
Key Challenges
As the project advances sitework and building systems activities, schedule flexibility has narrowed and completion sequencing remains sensitive to timely progression of remaining exterior and systems-related work. Remaining terrace concrete placements, plaza paving, irrigation and landscaping installation, site lighting, glass canopy lead time and installation, and terrace windscreen must advance in a coordinated manner to support the current forecasted completion.
Ongoing evaluation of existing drainage and subgrade conditions in select site areas, including the bocce court vicinity, remains under review and will require continued coordination to confirm final scope and any sequencing considerations.
In parallel, timely activation of PG&E permanent power and completion of third-party switchgear testing remain necessary to support elevator installation and subsequent inspection milestones. Elevator delivery is scheduled for March. Progression of these milestone-sensitive activities will require continued coordination and schedule validation as the project approaches system startup phases. The Construction Management team will continue to monitor schedule progression, change activity, and milestone readiness to preserve the contractual completion framework.

Contract Change Order Updates
Contract Change Order No. 11 (CCO #11) was executed in February, resulting in a net credit of ($20,472.00) to the City. CCO #11 incorporated eleven COR items, including significant credit for elimination of the standalone mock-up in favor of a phased, first-in-place approach, as well as various envelope, architectural, electrical, and site coordination clarifications. Previous monthly report summarized CORs included within CCO No. 11. No time extension was included.
Draft CCO #12 includes eight COR items totaling $58,764.00 with zero calendar days requested. The items reflect coordination and refinement typical of site integration and mechanical/electrical detailing at this phase of construction. The draft includes:
• COR #92.1 – Lowering Existing Cathodic Protection - $29,245 o Resolves existing cathodic protection conduit conflicts with new sitework. • COR #93 – Flashing at Kitchen Exhaust Fans (RFI 371) – $3,832 o Provides waterproofing at specific low roof penetrations. • COR #96 – Bulletin 9 Lighting Controls Integration for Mechanical – $4,560 o Coordinates occupancy controls with HVAC.
• COR #97–99 – Irrigation Controller, Wiring, and Main Line Relocations (RFIs 366, 379, 380) – $16,948 combined
o Adjusting unforeseen existing irrigation conditions with new work. • COR #103 – Diffusers at Events Space - $1,310
o Revised diffuser type to match installation condition. • COR #104 – Furred Walls in Office 161 - $2,869
o Provides two small walls at exposed columns in Office 161.
Financial and Project Risk Status
Overall project financial risk remains controlled at this stage of construction. The contractor has submitted additional CORs which remain under review. These items are in various stages of design clarification, pricing validation, and coordination and do not represent approved costs. Not all are expected to result in executed change orders, and several may be reduced or resolved through scope reconciliation.
The project team also continues to track identified potential cost items associated with RFIs, deferred design clarifications, and minor scope refinements. These items are being monitored as part of routine cost management and do not currently represent approved change orders.
During February, the City rejected two CORs following review and negotiation. These items remain under evaluation with respect to contractual entitlement. No additional cost has been approved for these items at this time.
From a broader perspective, the primary areas of potential financial exposure include:
• Any validated entitlement associated with the schedule variance reflected in Schedule Update #15; or
• Unforeseen conditions encountered within remaining exterior sitework activities.
Contingency usage to date reflects coordination-driven refinements typical of this phase rather than escalation trends. With approximately 82% of the original construction contingency remaining, the project remains financially well-positioned as it advances into continued site completion and systems integration
