SUBJECT: FIVE YEAR CAPITAL IMPROVEMENT PROGRAM – FY 2026- 2027 TO FY 2030-2031

RECOMMENDATION
It is recommended that the City Council/EMID Board of Directors review the proposed Five-Year Capital Improvement Program – FY 2026-2027 to FY 2030-2031 - and authorize City/District staff to include the program in the FY 2026-2027 and FY 2027- 2028 budget as presented, adjusted, and recommended.

EXECUTIVE SUMMARY
As part of the City/District’s Budget process, City/District staff prepares a Five-Year Capital Improvement Program (CIP) consisting of projects to maintain and enhance the City/District’s infrastructure of roadways, sidewalks, utilities, structures, parks, and facilities for the benefit of the community. Because the costs of such improvements are usually significant, the five-year capital improvement plan (Plan) anticipates future costs and sets forth a financial strategy to fund each project over a five-year period.

The proposed Plan for the period starting FY 2026-2027 is comprised of fifty-seven (57) projects that require future funding, including additional funding for fifteen (15) previously authorized projects and forty-two (42) new projects over the five-year term.

Attachment 1 provides status updates of currently open projects and project descriptions for projects recommended for funding in the five-year CIP period. Table D of Attachment 1 lists all sixty-nine (69) active and proposed CIPs, including the fifty-seven (57) projects that require future funding in the five-year capital improvement plan.

BACKGROUND/ANALYSIS
The proposed FY 2026-2027 to FY 2030-2031 CIP plan consists of fifty-seven (57) projects to be funded over the next five years from various funding sources. The plan is organized into the following categories: Building, Parks, Stormwater/Lagoon, Levee, Streets/Traffic, Water, and Wastewater. While the Capital Improvement Plan forecasts projects for a five- year period, the City Council typically approved appropriation of funding on an annual basis only. This year, staff is bringing forward a two-year budget and recommending approval for appropriations in FY 2026-2027 and FY 2027-2028.

Table 1 below provides a summary of the FY 2026-2027 and FY 2027-2028 projects that are recommended for appropriation and their identified funding sources.

STRATEGY FOR THE FUTURE
This Capital Improvement Plan is both fiscally and operationally ambitious. Completing and closing existing projects, especially those in the construction phase, is a top priority for the Public Works Department. This Council item addresses Council appropriations for FY 2026- 2027 and FY 2027-2028 and the plan for funding projects for the additional three years after that. Within this framework, staff balances projects based upon project priority and staffing workload, and it includes the Executive Leadership Team in discussions of priority shifts throughout the year.
